In 2009, the Sector for Contracting and Financing of Programs from European Union Funds was established in the Ministry of Finance, which is responsible for financing, contracting, payment and supervision over the implementation of European Union programs and projects by Government Conclusion 05 Number: 110-1740 / 2008-2 of 05.02 .2009. years.
MISSION OF THE SECTOR FOR CONTRACTING AND FINANCING OF PROGRAMS FROM EU FUNDS
The mission of the Sector is to ensure a high level of absorption and maximum effect of pre-accession assistance, respecting the principle of responsible financial management while ensuring legality, ie regularity of basic transactions, in an effort to meet the expectations of Serbian citizens and work in the best interests of Serbian and European Union taxpayers. The sector aims to maintain the accreditation of the system with the aim of introducing a system without ex-ante control, which proves the good functioning of the internal control system.
VISION
The vision of the sector is to achieve the maximum effect of pre-accession assistance in order to achieve the common goals of the European Union and Serbia.
SECTOR OBJECTIVES
The objectives of the Sector derive from the Law on Ratification of the Framework Agreement between the Government of the Republic of Serbia and the Commission of the European Communities on Rules for Cooperation Relating to European Community Financial Assistance to the Republic of Serbia within the Implementation of Assistance. between the Republic of Serbia and the European Commission on the rules for the implementation of European Union financial assistance to the Republic of Serbia under the Instrument for Pre-Accession Assistance (IPA II), other strategic documents and the defined mission of the Sector.
GENERAL OBJECTIVE OF THE SECTOR - STRATEGIC
Good absorption of pre-accession assistance: contracting and utilization rate of funds approaching 90% and more, responsible contract implementation planning - compliance with deadlines set by public procurement plan and payment plan and maintenance of accreditation status and progress towards gradual exemption from ex-ante controls (monitored through the document Road map).
