About

The Department of Human Settlements and Urban Development (DHSUD) or Kagawaran ng Pananahanang Pantao at Pagpapaunlad ng Kalunsuran is the central government authority on the management of Housing, Human Settlements and Urban Development.

Created through Republic Act (RA) 11201 in February 14, 2019, DHSUD performs the consolidated functions of the defunct Housing and Urban Development Coordinating Council (HUDCC) and Housing and Land Use Regulatory Board (HLURB), except adjudication.

As the sole and main planning and policy-making, regulatory, program coordination and performance monitoring entity for all housing, human settlement and urban development, DHSUD primarily focuses on providing access to decent, affordable, resilient and sustainable housing communities to all Filipinos, particularly the underprivileged and those in the low-income bracket.

It is responsible for the development and adoption of a national strategy to ensure the alignment of the policies, programs and projects of all its attached agencies under the flagship BALAI Program which stands for Building Adequate, Livable, Affordable and Inclusive Filipino communities.

The DHSUD’s Central Office can be found in the heart of Quezon City, while its sixteen Regional Offices are located in key cities around the country, ensuring its ample representation nationwide to deliver its core functions and services to every Filipino.

It has three main bureaus, namely, the Environmental, Land Use and Urban Planning and Development; Housing and Real Estate Development Regulation; and Homeowners Association and Community Development. The bureaus are complemented by eight supporting services – the Internal Audit, Public Assistance, Public Housing and Settlements, Legal, Planning, Administrative, Finance, and Knowledge Management and Information Systems.

The DHSUD also exercises oversight functions over its attached agencies called key shelter agencies (KSAs), namely, the National Housing Authority, Home Development Mutual Fund or Pag-IBIG Fund, Social Housing Finance Corporation and National Home Mortgage Finance Corporation in terms of policy and program coordination, monitoring and evaluation. The Human Settlements Adjudication Commission assumes the adjudication functions of HLURB.
