Dialogue on Shelter is registered as a Trust. It acts as the technical partner supporting the Zimbabwe Homeless Peoples Federation. The alliance of the two organizations works in partnership to address issues of low-income housing in particular as well as poverty in general. 

Dialogue on Shelter provides technical support in the form of capacity-building, training and facilitates interface between the communities and government, private sector and academic institutions. This support is geared towards enabling the poor to access resources and to address systems and practices that otherwise hinder affordable housing and infrastructural services.

Besides this nature of support, Dialogue on Shelter also mobilises funds on behalf of the Zimbabwe Homeless People's Federation with the view of augumenting resources that poor communities pool together for their own development.
