About

Civil Status is the result of a long process that began since antiquity, in ancient Egypt, in Europe, in Latin America, in Asia. Already in France, the Napoleonic Code promulgated on March 21, 1804 made the State assume responsibility for the registration of births, marriages and deaths.

In African societies, each family, village or tribe had its own methods of calculating and identifying the individual. Civil status in its modern form was introduced to Africa through colonization.

The National Directorate of Civil Status was created by Ordinance No. 2011-013 / P- RM of September 20, 2011 ratified by Law No. 2011-069 / of November 25, 2011.

Its mission is:

  • Develop and implement the elements of the national policy on civil status;
  • Coordinate and control the action of public services and bodies in the implementation of the national policy on civil status;
  • Participate in the development of draft laws and regulations in matters of civil status and the protection of personal data;
  • Carry out all research and studies necessary for the implementation of the civil status policy by contributing in particular to the definition of the administrative procedures and circuits necessary for the operation of a computerized system for managing civil status facts and the national directory of identified natural persons;
  • Define the methods of interconnection with other systems for operating data relating to the identity of Malians;
  • Align national legislation with international conventions relating to civil status ratified by Mali;
  • Follow the training and retraining of personnel responsible for civil status management;
  • Produce annual vital statistics statistics;
  • Transcribe the acts of Malians who hold civil status certificates issued by foreign authorities.
