The Dnipro City Council is a representative body of local self-government, which has the right to represent the interests of the territorial community, to make decisions on its behalf and to exercise in its interests the functions and powers of local self-government, defined by the Constitution of Ukraine, the laws of Ukraine "On Local Self-Government in Ukraine ", "On the status of deputies of local councils", the Statute of the territorial community of the city of Dnipro, the European Charter of Local Self-Government, other normative legal acts and this Regulation.

The Council is a legal entity, has its own seal, bank accounts, symbols, can acquire property and personal non-property rights on its own behalf, be a plaintiff and a defendant in court, and have all the other characteristics of a legal entity.
