DOLSAR, established in 1971, is a multi-disciplinary engineering firm which performs engineering, architectural, consultancy and supervision services for large-scale projects in a wide range of fields. DOLSAR has successfully performed services in the fields of energy, water, land resources development, regional planning, environment, transportation and buildings. DOLSAR is completely independent of any contractor or manufacturer and exclusively represents the interests of its clients. As a leading engineering and consultancy company in Turkey, DOLSAR has undersigned various significant projects, which are financed by various financing institutions such as World Bank (WB), European Union (EU), European Investment Bank (EIB), European Bank for Reconstruction and Development (EBRD) and Kreditanstalt für Wiederaufbau (KfW) and has substantial experience in the application of international standards as well as FIDIC and EU Conditions of Contracts and Regulations. DOLSAR is committed to excellence through the implementation of the Quality Management System certified by the ISO 9001:2008 certificate. 

The DOLSAR full time staff, a multidisciplinary group of experienced civil, electrical, mechanical, geological, environmental, agricultural, irrigation, meteorological and forestry engineers, architects, economists, city/regional planners and sociologists, have been involved in many major projects from the planning stage to commissioning. These experts, long employed by the firm, are managed by the DOLSAR Head Office located in Ankara, Turkey. DOLSAR also has offices at various locations in Turkey and abroad providing design, construction supervision and consultancy services for the projects undertaken by the firm. As a result of a study conducted by the Turkish Chamber of Civil Engineers at the 50th Anniversary of its establishment, three of the projects for which DOLSAR had provided the engineering and consultancy services are listed among the 50 major projects of Turkey. Besides the projects in Turkey, DOLSAR’s experience also covers projects in several other countries such as Azerbaijan, Bosnia-Herzegovina, Cyprus, Georgia, India, Iraq, Libya, Pakistan, Turkmenistan, Saudi Arabia and Uzbekistan. 

Being a well known engineering and consultancy company internationally, DOLSAR was listed among the top 150 engineering companies in Europe. DOLSAR is a member of International Federation of Consulting Engineers and Architects (FIDIC), European Federation of Consulting Associations (EFCA), Association of Turkish Consulting Engineers and Architects (TMMMB), Asian Development Bank (ADB), African Development Bank (AFDB), Turkish National Committee of World Energy Council (WEC), World Water Council (WWC), International Hydropower Association (IHA), International Tunnelling and Underground Space Association (ITA-AITES), European Wind Energy Association Turkey Branch (TUREB), Foreign Economic Relations Board (DEİK), Turkish Association for the Conservation of Nature and National Resources and Turkish Society for Quality (KALDER) and participates and contributes to several international meetings including FIDIC and ICOLD (International Commission on Large Dams). DOLSAR is elected as a member of the Board of Governors of World Water Council (WWC) for two terms, from 2006 to 2009 and from 2010 to 2012 during the General Assemblies held in Mexico and France respectively.
