The Dutch Relief Alliance provides urgent humanitarian assistance and responds to major international crises.
The Dutch Relief Alliance is a coalition of 14 Dutch NGOs funded by the Netherlands Ministry of Foreign Affairs. The structure of the alliance enables participating NGOs to respond to major international crises in a timely and effective manner.
The rising number of humanitarian disasters around the world has placed an increased burden on international aid organisations. The global increase in the number of armed conflicts – and the deepening complexity of these conflicts – is also adding to the severe strain on the existing humanitarian system.
The Dutch Relief Alliance was established to meet these challenges. Improved cooperation and coordination between NGOs enables them to better respond to major international crises in a timely and effective manner. The alliance members collaborate in humanitarian interventions – delivering greater impact than members operating independently.
The alliance members are: CARE Nederland; Cordaid; Dorcas; Oxfam Novib; Plan International; Red een Kind; Save the Children; SOS Kinderdorpen; Stichting Vluchteling; Tearfund; Terre des Hommes; War Child; World Vision; and ZOA, in partnership with the Netherlands Ministry of Foreign Affairs .
GOALS AND OBJECTIVES
The goal of the Dutch Relief Alliance is to provide urgent humanitarian assistance and respond to major international crises in a timely, relevant, effective and efficient manner. Members contribute to this goal through working towards the following five objectives:
JOINT RESPONSES
The Dutch Relief alliance responds to humanitarian crises by designing Joint Responses drawn up and implemented by the members best placed to respond to a crisis.
A lead organisation is nominated for each Joint Response and works with two other members to form a Response Task Force. This task force is responsible for creating a Joint Response Guideline. This short document provides, among other things, the populations, groups and needs to be addressed by the proposed intervention, the participating partner organisations and the budgets.
Peer review mechanisms are in place to ensure the quality of each Joint Response. Alliance members are required to evaluate each other’s proposals using an internal scoring system based on objective quality criteria. This process allows decisions to be made on which member organisations will participate in a particular intervention and the level of funding allocated to the action.
For a sudden onset emergency, the Dutch Relief Alliance enables a Joint Response proposal to be completed within 72 hours.
