The Environmental Centre for Administration and Technology (ECAT-Lithuania) was founded as a non-governmental organisation in 1997 by the European Commission in co-operation with the Lithuanian Ministry of Environment. The goal of ECAT-Lithuania is to support, promote and strengthen the environmental activities in Lithuanian municipalities and local communities by providing consultations, training, information, project development and management services on a number of environmental questions. ECAT-Lithuania also works on Local Agenda 21, sustainable development, EU accession issues.
