Energising Development (EnDev)

The Energising Development (EnDev) programme is a multi-donor partnership, currently financed and governed by the governments of the Netherlands, Germany, Norway, the United Kingdom, Switzerland, and Sweden. The respective institutions are the Dutch Ministry of Foreign Affairs (MFA NL), the German Federal Ministry for Economic Cooperation and Development (BMZ), the Norwegian Ministry of Foreign Affairs (MFA NO), the UK Department for International Development (DFID), the Swiss Agency for Development and Cooperation (SDC) and the Swedish International Development Cooperation Agency (SIDA). EnDev promotes sustainable access to modern energy services for households, social institutions and small to medium-sized enterprises in developing countries in Africa, Asia and Latin America. The supported energy services meet the needs of the poor, i.e. they are long lasting, affordable, and appreciated by users. Read more about EnDev’s Performance Criteria.   The bottom-up approach applied by EnDev contributes to create positive economic, social and environmental impacts. Since its initiation in 2005, EnDev has attained a prominent position in the international energy access debate. EnDev is one of the first outcome-based and performance-based programmes in the energy sector; as such, EnDev pioneers innovative approaches, develops new markets for pro-poor energy access and scales up successful interventions. Read more about EnDev’s Sustainability. EnDev supports energy access by establishing economically sustainable energy solutions and distribution schemes, mainly for rural communities. The programme promotes e.g. the extension and densification of power grids, the installation of hydropower plants and distribution of solar home systems. Furthermore, EnDev helps to establish self-sustaining markets for the production and sale of improved (more efficient) cookstoves. Read more about Access Technologies. Currently, EnDev works in 25 developing countries, while 59% of the funds are targeted at least developed countries. A broad spectrum of technologies and a variety of project concepts and instruments are applied, corresponding to individual country situations. A thorough monitoring system measures the results on a permanent basis: by December 2016, a total of 17.3 million people, 19,400 social institutions, and 38,600 small enterprises have gained sustainable access to modern energy services. EnDev's Focus EnDev supports the provision of energy for household applications: provision of modern energy for lighting and small electrical appliances (e.g. information and communication technologies), energy for cooking: provision of efficient and clean cooking, baking and space heating devices, energy for social infrastructure (schools, hospitals and community centres): provision of energy for the use of electrical as well as cooking and heating devices, and energy for small and medium-sized enterprises, cooperatives and craftsmen: provision of modern energy services for productive use, for income generation. EnDev activities focus on those energy services and resources which are reliable, affordable, socially acceptable, environmentally sound. EnDev’s activities differ from country to country and from project to project. With EnDev currently working in 25 developing countries in Africa, Asia and Latin America, there is no ‘one-size-fits-all’ solution. Rather, the interventions are designed to be appropriate to the country requirements. Project interventions include developing markets for energy products and services; this includes targeted awareness campaigns, assisting entrepreneurs with energy-related businesses as well as transferring knowledge regarding technology and business skills, technical assistance and capacity building.  Where necessary, EnDev provides financial support to energy-related businesses to kick-start markets or buy down capital investments, but not for operational costs.
