Established in Maastricht in 1981 and having centres in Luxembourg and Barcelona, the European Institute of Public Administration (EIPA) is Europe's leading centre of excellence on European integration and the new challenges for public management.

It is our mission to support the European Union and its Member States and the countries associated with EIPA by providing relevant and high quality services to develop the capacities of public officials in dealing with EU affairs. We offer our services to officials at the EU institutions and in related bodies, and to civil servants within the national and regional administrations of the Member States, applicant countries and other countries in the framework of their relationship with the EU.

 

Activities and Outputs

The activities of EIPA include training, research, consultancy, information and documentation. EIPA also publishes working papers, proceedings, research results and a quarterly bulletin.

Its website provides access to:
 

• EIPA major projects, including the Common Assessment Framework (CAF), a tool for organisational self-assessment in the public sector, and the eEurope Awards, recognising innovative initiatives in the areas of eGovernment and eHealth within Europe. CAF has been widely used and, although there are no details on individual assessments (for confidentiality reasons), there is ample information to help interested parts of the public sector to use it;
   
• conferences and training activities on specific topics related to public service. EIPA offers two masters programmes in Legal Studies and European Public Affairs and recently awarded the Tocqueville Prize for excellence in public service. Conferences are categorised by subsidiary of EIPA, timing and themes;
   
• publications, including a list of books (for purchase) published by the Institute and working papers, which can be downloaded for free; it also provides access to a library.
