In accordance with the Decree of the Government of the Russian Federation dated July 23, 2004 No. 372 “On the Federal Service for Hydrometeorology and Environmental Monitoring”, as amended by the Decree of the Government of the Russian Federation dated May 29, 2008 No. 404, Roshydromet is a federal executive body carrying out state services in the field of hydrometeorology and related areas, environmental monitoring, its pollution, state supervision over the work impact on meteorological and other geophysical processes. The provision of state services in the field of hydrometeorology and related areas, environmental monitoring and pollution is carried out by Roshydromet in the manner established by the Government of the Russian Federation.
Roshydromet in this area of activity ensures the fulfillment of the obligations of the Russian Federation under international treaties of the Russian Federation, including the Convention of the World Meteorological Organization, the UN Framework Convention on Climate Change and the Protocol on Environmental Protection to the Antarctic Treaty.
Fundamental to the activities of Roshydromet as an authorized federal executive body in the field of environmental monitoring and pollution is ensuring the right of citizens to reliable information about the state of the environment, enshrined in Art. 42 of the Constitution of the Russian Federation.
Roshydromet carries out its activities directly and through its territorial bodies in cooperation with other federal executive bodies, executive bodies of the constituent entities of the Russian Federation, local governments, public associations and other organizations.
Roshydromet's activities are based on the international exchange of hydrometeorological and other information on the state of the environment at the global level. The Government of the Russian Federation on its establishment of February 8, 2002 No. 94 reaffirmed its obligations arising from Russia's participation in the WMO Convention, including the international exchange of hydrometeorological observation data and the implementation of the functions of the World Meteorological Center in Moscow.
Roshydromet's mission is to ensure the hydrometeorological safety of the Russian Federation and provide state services in the field of hydrometeorology, related areas and monitoring of environmental pollution and is aimed at achieving the following national goals:
Ensuring the protection of the vital interests of the individual, society and the state from the effects of natural hazards, climate change (ensuring hydrometeorological safety) is the first strategic goal of Roshydromet. Activities within the framework of achieving this goal are primarily aimed at reducing losses from hydrometeorological hazardous phenomena (HW) - natural processes and phenomena that, by their intensity (strength), scale of distribution, and duration, have or can have an impact on people animals and plants, objects of economy and environment.
This activity is carried out primarily through the immediate transfer of emergency information about the danger of occurrence and development of nuclear weapons to the National Crisis Management Center of the Unified State System for Preventing and Eliminating Emergencies, as well as by passing storm warnings and / or storm alerts to the public Executive and local authorities.
The task of increasing the effectiveness of active influence on hydrometeorological and geophysical processes and phenomena remains relevant. First of all, it concerns measures to protect the population, recreational centers and economic facilities from avalanches, active influences in order to improve weather conditions during public events, sports competitions, as well as anti-hail protection of agricultural crops.
The second strategic goal of Roshydromet is to meet the needs of the population, state authorities, economic sectors, the Armed Forces of the Russian Federation, the Unified State System for the Prevention and Elimination of Emergencies in Hydrometeorological, Heliogeophysical Information, and also Information on the State of the Environment and its Pollution Activities to achieve this goal include:
The third strategic goal of Roshydromet is to provide hydrometeorological support for the activities of the Russian Federation in the Arctic, Antarctic (in the Antarctic Treaty area) and the World Ocean.
Roshydromet's activities within this goal are primarily aimed at developing a network of collection points for hydrometeorological and heliogeophysical information and transmitted survey and forecast information about the state of the environment in the Arctic, Antarctic and in the World Ocean.
Recently, this activity has become particularly important in connection with the solution of tasks related to the development of the natural resources of these regions.
