About

Since its creation (Law 51 of 1966) and subsequent modification (Law 67/83), the Cereal Promotion Quota has been the backbone of investment in the modernization of the cereal sector, since its collection is directed towards research and the transfer of technology and marketing support.

The Cereal Promotion Quota corresponds to 0.75% of the commercial value of the cereal, which must be retained by individuals or companies that market or process cereals such as corn, sorghum, wheat, barley or oats.

As a result of the diversification programs, more recently Law 114 of 1993 was issued, through which the Leguminous Promotion quota was created, equivalent to 0.5% of the value of the commercialized grain.

In accordance with the provisions of the aforementioned laws, the administration of the Cereal and Leguminous Development Quotas, and the Funds that were constituted with them, was entrusted to Fenalce , in agreement with the National Government. Hence, the investment decisions of these Funds are taken in the Cereal and Leguminous Promotion Commission, where representatives of the government and farmers participate.

OBJECTIVES

  • Unionize the growers of cereals and grain legumes and soybeans.
  • Promote the production and consumption of cereals and legumes and soybeans in the country seeking the cooperation of public and private, national and foreign organizations, appropriate for this purpose.
  • Represent and protect the interests of growers of cereals and grain legumes and soybeans before the National Government and other public and private entities, in everything related to production, import, export, prices, markets, tariffs, transportation, fertilizers, pesticides, harvest insurance, multiplication and classification of seeds, provision and treatment of water, official or private subsidies to the cereal industry and grain legumes other than soybeans or related to them.
  • Assist the Government in the study and solution of technical, economic and social problems of interest to the agricultural industry in general and to the growers of cereals and grain legumes and soybeans in particular.
  • Contribute to the investigation of all kinds on the industry of cereals and grain legumes and soybeans and establish statistics of production, consumption and price of the products that allow, both the Federation and any other entity, to use them based on signaling of policies that in one way or another benefit the growers and producers of cereals and legumes and soybeans.
  • Disseminate crop systems, irrigation, use of fertilizers, selection and classification of seeds, use of machinery, soil conservation, benefit of the product and everything that tends to promote and intensify the production of cereals and grain legumes and soybeans.
  • Tend so that the sale prices are maintained at the fair level for the grower.
  • Practice directly or indirectly in the formation of companies that tend to benefit, extend consumption, reduce costs, of cereals and grain legumes and soybeans.
  • Stimulate the development of schools at the middle and higher levels and especially those for the training of agricultural operators.
  • Take the measures that, in the opinion of the National Congress of Cereals and Grain Legumes and Soybeans, the Board of Directors and the General Manager, deem appropriate to protect the interests of the Federation, those of the associated entities and those of the national economy.
