Flood Management Information System, Bihar finds its genesis in the brainstorming meeting on Jan 18, 2006 in which the Government of Bihar (GoB) and the World Bank agreed on a water sector partnership matrix and action plan in three time horizons. In the short term it was proposed to improve the technical and institutional capacity of the State of Bihar for flood management, introducing the extensive use of modern information technologies developing and implementing a comprehensive Flood Management Information System (FMIS) in priority areas.
Main functions of FMISC are listed below.
- To coordinate and oversee the development and implementation of FMIS in FMIS Cell (FMISC) office in Taramandal complex, Patna.
- To liaise with National Remote Sensing Agency (NRSA) for past and current satellite imagery and inundation maps.
- To ensure operational readiness of FMIS prior to each flood season.
- To operate and disseminate information products as per plan and schedule.
- To respond to emergency data requirements through the use of FMIS.
- To follow-up on dissemination to enable effective utilization.
- To analyze feedback and experience of every flood season for improving FMIS.
- To maintain and upgrade flood website.
- To collate and compile all flood related information in FMIS.
- To plan upgrading of FMIS, including related activities like updating flood manuals, improving hydrologic observation network and data transmission, improved dissemination modes, training of stakeholders, improved rainfall and flood forecast models, etc.
- To undertake analysis of flood data for flood hazard characterization, and for periodic updating.
- To liaise with other departments and agencies involved in flood management in Bihar for effective FMIS operation and utilization.
- To plan continued training of FMISC staff for sustainable operation and development of FMIS.
- To plan improved and expanded FMIS for effective flood management, and in allied areas like drainage management, hazard mitigation, irrigation management, etc.
- To liaise with national entities such as NRSA, National Disaster Management Authority, etc for integration in national disaster management programmes.
- To liaise with Central Water Commission (CWC) and Ganga Flood Control Commission (GFCC) to ensure active participation, and integration in national and regional hydrologic programmes.
- FMISC will conduct workshops for all stakeholders including Water Resources Department staff on a continuing basis to foster greater utilization.
