We can not talk about the FDC without referring to Save the Children-US because the first comes from the second. Indeed, Save the Children moved to the BF in 1977 first north (Dori) then in 1987 Bazéga (Saponé). In the Bazéga area, SC-US has developed an integrated approach to grassroots participatory development with the key principle of participation for self-promotion of the framed structures.

Around 1992, she executed a rural development project co-financed by SC-US and SCPB. At the end of the second phase, one of the recommendations of the evaluation commissioned by SCPB strongly suggested the need for the creation of a national structure in order to capitalize and sustain the actions undertaken by SC-US.

During the same period, the USAID restructurings that resulted in the closure of its offices in several countries, including Burkina Faso, forced Save the Children US to reduce its programs and consolidate. In Africa, for example, programs in The Gambia, Cameroon and Zimbabwe have been closed. The Burkina program was maintained, but attached to that of Mali and Guinea to form the Sahel branch with headquarters in Bamako. From then on, all Burkina's staff was made up of nationals.

This combination of factors and the experience of 2 decades in community development led SC-US's national staff to initiate reflections on institutional self-promotion (like community self-help) in order to sustain the gains and losses Save the Children actions in the country.

These reflections carried out by the staff of Save the Children and external persons following the philosophy of intervention of this NGO resulted in the emergence of an association under Burkinabe law governed by the provisions of Law No. 10/92 / ADP / of 15/12/92, at the Constitutive General Assembly of 25 September 1997 under the name of Foundation for Community Development / Burkina Faso (FDC / BF). It is legally recognized by the receipt N ° 97-345 / MATS / SG / DGAT / DELPAJ of December 19, 1997.
