Foster Moore is a dedicated registry development company, a specialist developer of electronic registries purpose-built to meet the statutory and service needs of legislative and governmental agencies.
We offer comprehensive end-to-end solutions that significantly enhance functionality and lower the total cost of ownership of dynamic registries.
Our key value proposition to our customers is our registry know-how, our deep understanding of the unique and inherent complexities of electronic registry form and function.
Since developing the worlds’ first fully-electronic, online register in 1996 we have designed and built over thirty different types of register, from relatively simple registers of motor vehicle traders to highly complex radio spectrum management registers.
Our roots are in New Zealand where we have developed and support all statutory registries for the Ministry of Economic Development, and share their pride in the country’s recurrent position at the top of the World Bank’s Doing Business Project.
The Catalyst Registry Manager, our dedicated registry platform incorporates much of the know-how and learning accrued in the development of the New Zealand platform, including a library of pre-configured registry templates.
We are constantly working to enhance and upgrade our products and services, exploring the latest software, internet and hardware technologies to offer new ways to harmonise legislative and registry design, deliver substantive service improvements, reduce implementation time, and simplify integration and interoperability.
It is with these credentials that we are expanding our business in developed and developing countries, to employ our know-how and tools with other jurisdictions seeking best-practice in registry form and function.
SERVICES & SOLUTIONS
Catalyst Registry Framework
The Catalyst Registry Framework is the product of over 10 ten years’ experience in building on-line, statutory registries. The Framework combines unparalleled registry know-how, a dedicated registry manager and registry templates and to produce optimal solutions, in terms of both cost and functionality.
The framework has evolved on the principle that pre-requisites for a fully electronic registry solution are expert design executed on a dynamic registry platform.
Our team has the depth of experience that is essential to accurately scope and specify processes and workflows, to deliver legislative compliance and meet the needs and expectations of key stakeholder groups.
The Catalyst Registry Manager provides a generic database structure for multiple registries and seamlessly handles configuration, mapping, workflow and integration. It administers core functionality and access to shared services – search, content & document management, payment, reporting and security – to deliver integrated, end-to-end solutions.
Master templates provide configurable sets of online forms, business rules and workflows that are typical to the majority of statutory registries, significantly reducing the time and cost of implementation.
Catalyst Lite
Catalyst Lite is specifically designed to support legislative reform and create a business enabling environment in developing country jurisdictions. A lean registry platform with a focus on essential functionality, ease of use and capability in challenging IT environments.
We have applied our expertise in registry form and function to develop a platform that transforms core registry processes and procedures into streamlined electronic workflows to improve efficiency, reduce costs and enable secure, low-cost, online transactions.
Simple interfaces guide users step-by-step through the registration process, to enhance usability, data integrity and legislative compliance.
Catalyst Lite provides task and workflow management, and a common interface to manage shared services – correspondence and document management, content management, payment, interoperability and reporting – that can be configured with legacy or proven open source systems.
We have used our experience in developing country projects to produce standard templates to match the majority of legislative requirements, sets of forms and business rules configurable to meet specific jurisdictional needs.
This significantly reduces the time and cost of implementation, while allowing for customization to harmonise legislative and registry design.
Catalyst Lite delivers an end-to-end solution purpose built to operate in environments with low internet saturation, low bandwidth and scarce IT skills. Catlayst Lite can be locally or remotely hosted, with high-level IT skills delivered as a managed service to support the local registry team.
Catalyst Enterprise
Catalyst Enterprise is a dynamic, highly configurable platform, with the rich functionality, integration level and interoperability necessary to manage multiple, large, and complex registers.
The system is built from first principles to manage and address the unique and inherent complexities of electronic registry design and function. It promotes legislative compliance by streamlining registry operations, services and transactions.
Catalyst Enterprise’s role-based functionality, intuitive and easy to use interface, enhanced data verification and security, rich search functionality and value-add services all combine to give users control of the registration process.
Registry administration utilises fully electronic workflows and account management to increase productivity, consistency and reduce the workload of routine manual tasks.
Multiple registers are combined within a single platform. This enables common access to shared services, smart logic and integrated processes, allows the cascading and linking of information, and provides a high level of security and data integrity.
Interoperability with other government agencies and data interchange with third party registers is easily configured through Catalyst Enterprise.
Catalyst Enterprise can be deployed with registry templates that offer best practice form and function and significantly reduce the time and cost of implementation; the ultimate end-to end solution.
