The Fund for the Development of the Indigenous Peoples of Latin America and the Caribbean (FILAC), is an international public law body created in 1992 by the II Ibero-American Summit of Heads of State and Government held in Madrid, Spain for the purpose of support the processes of self-development and promotion of the rights of indigenous peoples, communities and organizations in Latin America and the Caribbean, whose governing and functioning bodies are based on equal relations between States and Indigenous Peoples.
In 2006, the Heads of State and Government attending the XVI Ibero-American Summit of Montevideo, Uruguay, decided to bet on the consolidation of FILAC as the only international organization specialized in the promotion of Development with Identity focused on Good Living-Living Well Indigenous Peoples, as well as the recognition of their individual and collective rights
