A public interest group for the development of technical assistance and international cooperation in the Labour, Employment and Vocational training fields
Since 1992, GIP International has been involved in the preparation and implementation of cooperation and expertise-provision programmes in France, covering the fields of labour, employment and vocational training.
As a public interest group, GIP International is comprised of all of the public authorities dealing with these areas including the central and local departments of the ministries with responsibility for labour, employment and vocational training, the national employment agency (Pôle Emploi), the national agency for the improvement of working conditions (ANACT) and the French national institute for labour, employment and vocational training (INTEFP).
A uniting force and a promoter of new projects: GIP International promotes new project opportunities for each of its members, operating as an effective facilitator, and pooling the costs of access to the multilateral cooperation market. Where necessary, it also acts as an operator.
Bilateral cooperation
Annual or multi-year co-operation programmes are drawn up in partnership with the countries concerned. GIP International can provide those foreign institutions requesting this with access to the expertise of both public and private operators. Bilateral cooperation activities account for the mainstay of GIP International’s work. Up until now, these activities have been divided among three fields: labour (accounting for 25% of the budget), employment (55% of the budget) and vocational training (10%). The remaining 10% is accounted for by mid-programme signature and assessment activities.
Multilateral cooperation
GIP International also carries out its activities as part of multilateral programmes. In this case, it operates as a project promoter for each of its members, but also as a facilitator, able to pool the costs of access to the multilateral cooperation market. In the multilateral field, GIP International has been the lead organisation in a number of the European Union’s twinning projects. It also takes part in competitive tenders for the Technical Assistance and Information Exchange programme (TAIEX) which is a European instrument aimed at upgrading institutions in third-party countries for short-term missions. diverse range of services and a wide operational perimeter: GIP International proposes four types of services:
Institutional systems for states
Either for the drafting of texts or the implementation and management of schemes. As an example, activities currently underway include the modernisation of the labour code, the development of social dialogue, the avoidance of discrimination and the creation of a public employment service providing a better knowledge of the labour market in the partner states.
Training design
With a view to drawing up an assessment and preparing training schemes, in addition to the professionalization of general or specialised Labour Inspectorate services.
The development of skills
Concerning educational matters, the “training of trainers” and targeted technical training. This involves the operational supervision of training schemes, the creation of training modules aimed at employment advisers and assistance with company start-ups.
The development of tools
To support public policy initiatives, including for example the Operational Directory of Jobs (ROME) or the enhancement and recognition of acquired experience with regard to skills standards and certification.
