Between the night of March 31 and the early morning of April 1, 2017 as a result of the intense rains (129.3 mm, 30% of the rain that falls in a month in the area), a torrential avenue with mudflows and large-scale sediment drag mainly on the Sangoyaco and Mulato rivers, which impacted the infrastructure, goods and economic activities in the city. The tragedy according to official figures affected 48 neighborhoods (58% of the total), 1,460 homes and collapsed aqueduct, sewer, electricity, gas, landline and internet networks; The deaths of 332 people, 398 injured, 77 missing and more than 22,000 victims were reported.

Given the tragedy, a situation of municipal public calamity was declared (Municipal Decree 056 of April 1, 2017) and economic, social and ecological emergency in Putumayo (Decree 601 of April 6, 2017) . Under these decrees, the National Government guaranteed resources for emergency care and protection of the victims in Mocoa, strengthening the mechanisms that guarantee the survival of the victims and improving the supply and telecommunications channels.

On October 31, 2017, the Government approved document CONPES 3904 , Plan for the reconstruction of the municipality of Mocoa, 2017-2022, whereby the concept favorable to the Nation was granted to contract an external loan for up to US $ 30 million, to finance the Implementation of the Municipal Sewerage Master Plan (Phase I) (project CO-L1232) , and in which the strategic importance of the municipality was declared.

Within the line of work of social infrastructure included in the plan, the reconstruction of the domiciliary public services infrastructure (aqueduct, sewerage and energy) under the Ministry of Housing City and Territory, as the project executing entity, line a through which it seeks to improve the sanitary and environmental conditions of the urban area of ​​the municipality of Mocoa, facilitating sustainable access to the sanitation service.

To that end and as provided in document CONPES 3904, on February 28, 2018, the Inter-American Development Bank IDB , signed with the National Government the loan agreement IDB No. 4446 / OC-CO , assigning the Project Coordination to the Project Coordinating Unit (PCU), under the Vice Ministry of Water and Basic Sanitation.

In development of the loan contract and the provisions of document CONPES 3904 , through the Project Coordinating Unit (UCP), the Ministry of Housing, City and Territory , prior to the selection process of consultants and charged to credit resources granted by the Inter-American Development Bank (IDB) - (IDB loan 4446 / OC-CO), hired the Consultores IEHG-JVP , through a COL-PCCNTR-756168 contract of 2018 , to develop the Integral Program Management (GIP) .
