Human Dynamics was founded in 1993 in Vienna, Austria, on the premise that the challenges facing public management required an advanced quality of consulting services.
With an initial focus in Central and Eastern Europe and the Commonwealth of Independent States, Human Dynamics has expanded its geographical remit to include the Caucasus, Central, Southern and South-East Asia, Latin America and the Middle East and Africa.
Since its start, Human Dynamics has become a leading contractor of executing technical assistance projects in emerging markets. Today Human Dynamics manages a project portfolio of over EUR 100 million, financed primarily by the European Union but also from other International Financial and development Institutions.
Today they have subsidiary offices in Ankara, Belgrade, Brussels, Cologne and Sofia. They have over 70 permanent in-house staff with in-depth public sector knowledge and extensive project management and field expertise. Their staff employ international best practices, seamlessly blending this with local experience.
Additionally, they maintain field offices in most countries of operation. At any one time they work with over 300 experts in the field, and their database of international experts comprises over 6000 hand-picked experts.

They commit to rigour, especially in quality monitoring and risk management, and to meticulous planning, management, monitoring and adjustment of systems and processes in accordance with specific circumstances.
Tailored solutions
They accommodate the specific needs of their clients in every aspect of their work and tailor solutions to local circumstances.
Innovation and sustainability
They apply and adapt a range of systems and methods, and they aim for case-specific synthesis to ensure greater impact. They also develop new methodologies and systems to ensure lasting, sustainable results beyond project completion.
Research and development
Every year, they invest in research and the development of technical assistance solutions which build the foundation for results that endure far beyond the completion of their projects.
Solid foundations
They incorporate best practices in solutions, they stay at the forefront of developments in methodologies and techniques. Their expertise steps on experience and draws on the strengths of their managers and experts in the field.
Local expertise and human capital
Legislation, structure, instruments are only elements of reform – it is people, their skills, understanding and practices that can ensure enduring improvements. They plan in advance for ways to enhance human capital at each step of their work, across sectors. They make an effort and plan to ensure that project counterparts at every level can sustain activities once expertise is withdrawn. They are committed to developing local expertise, in order to promote participation and ownership, and so ensure the longevity of results.
Partnership and synergy
They work to enhance partnership and synergy: between HD departments, with experts and field staff, with partners, and with clients and beneficiaries. They make a concerted effort to ensure that their solutions capture existing knowledge and expertise, and build on existing foundations and experience. They maintain a work ethic of recognition, respect and trust.
Dedication
Their team ethos, combined with a quality management plan and risk-management strategy, allow their work to adapt to changing (often very difficult) circumstances; and to focus on delivering quality expertise and outputs, making sure that client needs are met. They resolve to achieve optimum outcomes on client objectives with respect to economic/institutional development, good governance, and sectoral policy.
Integrity
They believe in corporate social responsibility and they engage to benefit their society beyond the immediate work they have. They are mindful of and take responsibility for the impact of their business activities on staff, local and global society, and the environment.
