About

The Institute for Penal Reform (IRP) is a non-governmental organization with the mission to contribute to the respect of the human rights in the Republic of Moldova by reforming the criminal justice system and supporting the community initiatives.

IRP's fields of activity are the observance of human rights within the justice system, promotion of the alternatives to detention; piloting and implementing probation, community work and mediation institution; preparation for release social re-integration after release from detention places; monitoring the observance of the rights of the arrested persons; enforcement of the rights of the migrants; provision of legal assistance to persons in detention; promotion of best practices in the field of justice for children; restorative justice; community involvement and activism in the exercise of justice; prevention of juvenile delinquency; torture prevention, etc.

STRATEGIC OBJECTIVES

1. Raising the public awareness with regard to the criminal justice reform in the Republic of Moldova.

  • Systematic information of the public opinion countrywide on the criminal justice reform and encourage the community participation;
  • Promotion and raising the public awareness on human rights observance during the misdemeanours procedure;
  • Scientific substantiation of the criminal justice system reform;
  • Promotion of partnership between IPR and state institutions with regard to the criminal justice system reform.


2. Contribution to the implementation of a functional system of probation and non-paid work for the community benefit in the Republic of Moldova.

  • Monitoring the implementation of the probation institution and of the community punishments;
  • Increase the efficiency of the post sentence probation activities, including penitentiary;
  • Strengthen the capacity of local public administration in ensuring the community dimension of the sanctions. 


3. Development of mediation and victim assistance practices.

  • Researching, establishing and testing the practices of restorative justice;
  • Specialised trainings aimed at increasing the professional competences of the mediators in criminal cases;
  • Monitoring the implementation of mediation institution;
  • Consolidation of the capacity of Association of Mediators from the Republic of Moldova;
  • Piloting and promoting the modern practices of assistance and counselling of victims. 


4. Contribution to the deprivation of liberty enforcement system reform.

  • Development of a detainees rights observance monitoring programme;
  • Fortification of mechanisms of information and guarantying the rights of detainees;
  • Strengthen the management capacities of the penitentiary administration in their work with the detainees. 


5. Re-dimensioning the relations between the community and the police.

  • Promoting the principles and values of the community police; 
  • Monitoring the observance of human rights in the police stations;
  • Monitoring the application by the police of contravention sanctions.


7. Development and consolidation of best practices in the Juvenile Justice field, based on the child's best interests.

  • Promotion of services of legal, paralegal and psycho-social assistance that guarantee the primary interest of the child;
  • Elaboration of standards on initial and continuous training of the specialists in the field of juvenile justice;
  • Carrying out specialised participative trainings in the field of juvenile justice;
  • Promoting the concept of specialised juridical courts;
  • Elaboration and development of a Strategy on prevention of juvenile delinquency;
  • Establishment of Centres of Social Integration of Juveniles.


8. Social reintegration of persons in conflict with the law by carrying out activities of social entrepreneurship.

  • Identification and piloting ways of social entrepreneurship;
  • Establishment and development of the Centre for Business Development Assistance (CCAD) for persons who are in conflict with law. 


9. The organisational development of the Institute for Penal Reform and of its partners.

  • Continuous training of IPR employees;
  • Developing the marketing of services;
  • Transforming IPR into an umbrella organisation;
  • Building the capacity of the local partners.
