INCODER is a national order public institution, approved by the Ministry of Agriculture and Rural Development, with official registration, autonomous patrimony, and administrative and financial independence. INCODER was created by means of Decree 1300 of 2003, amended by means of Act 1152 of 2007. Its main headquarters are located in Bogotá. It has 31 regional branch offices located in 31 provinces around the country, and these are empowered to resolve issues in its area of influence, that directly depend from the central office.
MISSION
To implement rural development policies, in coordination with communities and public and private institutions related to the agricultural, forestation and fishing sector, thus facilitating the access of rural populations to productive and social factors, hence aiming to improve their quality of life and the socio-economic development of the country.
VISION
By year 2019, INCODER will be recognized as the leading institution in the execution of rural development policies in a participative, competitive, equitable and sustainable manner.
RESPONSIBILITIES
-To lead the coordination of inter and intra-sectorial processes that enable integration of institutional actions in the countryside, and to subscribe inter-institutional agreements that articulate the interventions of public, community or private institutions, according to the policies of the National Rural Development System.
-To coordinate participatory processes of institutional, regional and local planning, in order to define sustainable agricultural development programs to enable rural actors to identify productive opportunities and agree on the required investment.
-To promote social and economic consolidation of rural development areas by means productive agriculture, forestation and fishing development of common purpose to address the specific realities of rural communities, in line with the policies of the Ministry of Agriculture and Rural Development, and in compliance with the Annual Investment Plan approved by the National Economic and Social Policy Council - CONPES.
-To facilitate for small and medium-size rural producers the access to productive factors, for which it will establish direct grants with the purpose of benefiting male and female peasants with limited economic resources. INCODER can manage and grant funding or co-financing resources, subsidies and incentives to support the execution of programs or investment projects directed to develop the productive potential and to increase the income level of rural producers.
