1939: INSTITUTO NACIONAL DEL CANCER
On December 4, 1939, the National Cancer Institute was officially inaugurated, thus initiating the path of oncological science in Peru.
However, the history of the INEN goes back to May 11, 1939, when Law No. 8892 was enacted establishing the creation of the "National Cancer Institute", whose first activities are aimed at prevention and social anti-cancer care, specialized assistance in their outpatient and inpatient clinics, and as a center for higher education and university studies on cancer.
On May 13, 1939, the first stone was placed on Av. Alfonso Ugarte No. 825, Cercado de Lima. In those days, the destinations of the country were led by General Oscar R. Benavides, while in the Ministry of Health and Social Provision was the renowned Dr. Guillermo Almenara Irigoyen.
One of the first actions of the Institute was to implement the Medical Resident. A pyramid selection system was created in which the graduates of the School of Medicine who applied for one of the resident places, passed a rigorous selection consisting of a written test, personal interview and cover letters. Thus, a pioneering system of training in oncology specialties and postgraduate training began in the country.
1952: FROM INSTITUTE OF RADIOTERAPIA TO INEN
In those times, the word cancer had an apocalyptic connotation, since generally the cases that were presented were very advanced and the resources limited. Little could be done to reverse such an epidemiological picture. This motivated that on January 1, 1952, the National Cancer Institute was assigned the name of Radiotherapy Institute, which was the therapeutic modality with which the best results were obtained.
Due to the advance of scientific knowledge and the achievements obtained by the first Peruvian oncologists, on May 19, 1952, a Supreme Decree was promulgated by means of which this hospital was converted into the National Institute of Neoplastic Diseases whose initials were INEN.
That same year, Dr. Eduardo Cáceres Graziani took over the General Directorate, who together with other famous doctors assumed the process of reorganization oriented towards modernity and permanent scientific innovation.
1960: PIONEER AND AVANT-GARDE
In 1960, the Organization of American States (OAS) recognizes the efficient teaching work of Peruvian oncologists, which is why it includes INEN in its educational program as an eligible institution for training in the specialty of cancerology.
The services are organized in departments and units responsible for the different neoplastic pathologies according to the anatomical regions. This was a great help for the preparation of the first Cancer Registry in Metropolitan Lima, which became an indispensable tool for cancer research in the country.
Always with the perspective of avant-garde innovation, the INEN marks two new milestones in national medicine with the acquisition of the first cobalt pump for radiotherapy procedures, entering the era of therapy with lower voltage, and the installation of the first accelerator linear in South America.
In addition, in 1965 agreements were signed with the universities Cayetano Heredia, Mayor de San Marcos and Federico Villarreal with the aim of developing educational activities and training in pre and postgraduate.
1980: CANCER ADVANCES
According to institutional statistics, demographic and epidemiological factors caused a 70 percent increase in care during the 1980-1987 period. This resulted in their healthcare capacity being exceeded and forced many reforms in their infrastructure. This worrying reality forced to expand the offices and close the Pavilion of Internal Nurses, adapting them to the Admissions Office.
The Library of Clinical Histories was enlarged and the Laboratory was moved to the fourth floor, where the Nurses' Dormitory was originally located. The Operations Room that was located on the fifth floor was relocated in an exclusive environment on the second floor.
In addition, a dormitory pavilion had to be built for resident doctors because until then it was common for them to live in the hospital. On the other hand, in the atmosphere of what was the Dining Room, the Pediatric Pavilion was built and the Dining Room was moved to the first floor.
1983: CONSTRUCTION OF THE CURRENT HEADQUARTERS
With the advance of the disease, the construction of a new headquarters was planned. The Peruvian Cancer Foundation managed the donation of a piece of land located on Av. Angamos, Surquillo, but the magnitude of the project surpassed the estimated costs in the initial budget prepared by the Foundation, which opted to manage financing by the government central, led by the architect Fernando Belaunde Terry, who met with Dr. Eduardo Cáceres. The witnesses of that dialogue say that the head of State asked him: "How much does this hospital cost to the poor?", To which Cáceres Graziani replied: "Much less than a Mirage plane, Mr. President. Belaúnde approved the initiative.
On November 19, 1985, by Supreme Decree No. 057-85-SA the INEN assumes the status of specialized and decentralized institute of the Ministry of Health with technical and administrative autonomy, responsible for formulating, regulating and advising the development of health policy , in the field of oncological diseases.
In May of that same year, Dr. Eduardo Cáceres Graziani had left the position of Director of the Institute, after 33 years of fruitful work and full professional dedication.
It was during the first governmental administration of Dr. Alan García Pérez that the current infrastructure was finished, which was inaugurated on January 23, 1988. At that time, the INEN was directed by Dr. Luis Pinillos Ashton, who also arrived to be Minister of Health in the first government of Dr. García Pérez.
1990: FIRST RECORD OF CANCER
On August 20, 1992, the newspaper El Peruano published Supreme Decree No. 002-92-SA, approving the Organization and Functions Regulation and changing the name of various agencies of the Ministry of Health, including the Ministry of Health. IN IN.
On October 9 of that same year, the denomination was ratified as the Institute of Neoplastic Diseases, removing the word "National" from its original name, but with the same acronym as "INEN".
In 1998, the researchers of this institute took the first steps towards the construction of a Cancer Registry for Metropolitan Lima. That year, a rigorous study was published from the "Maes Heller" Cancer Research Center of INEN. Until now, this material serves as a reference and a compulsory reference for those who develop epidemiological research on the cancer situation in the country.
2000: NEW PERSPECTIVES IN THE FIGHT AGAINST CANCER
As of the new millennium, the Institute officially bears the name of its founder, Dr. Eduardo Cáceres Graziani, in honor of his long professional career and his work in benefit of the professionalization of Peruvian oncologists. In this new century the concepts of cancer prevention are reinforced, establishing the promotion of health, early diagnosis and timely treatment as fundamental weapons for the control of this disease.
Health promotion strategies are carried out through education and the promotion of healthy lifestyles, given the effectiveness of their impact on the determinants of the disease, anticipating the emergence of risks in the population in order to avoid the increase in the rate of morbidity and mortality due to cancer.
With this innovative optics, in March 2002, the Program for the Promotion of Health and Cancer Control was created, with the aim of promoting a health culture in the population aimed at self-care and the reduction of risks and oncological damage caused by styles of inadequate life.
On May 15, 2003, the Department of Health Promotion and Cancer Control was implemented according to the ROF of INEN (RM No. 485-2003-SA / DM). The existence of this area was based on an important contribution in the reduction of cancer incidence and mortality in our country.
That same year the Peru Against Cancer Week was established, an activity that commemorates the third week of October of each year, with the purpose of raising awareness among the population towards a culture of prevention. That is, Peru is one of the few countries that has a whole week -not a single day- to spread their actions against this disease.
2002: DECENTRALIZATION OF ONCOLOGICAL SERVICES
The decentralization process began in 2002. Simultaneously, the new era of national public health was launched with the implementation of the first Preventio Contra el Cáncer in Peru. This establishment was inaugurated in 2004 at the headquarters of the Daniel Alcides Carrión del Callao National Hospital, becoming a model of revolutionary healthcare, since in these establishments only apparently healthy people are served, which represents the best prevention strategy against The diseases.
At the beginning of 2007, the headquarters of the Regional Institutes of Neoplastic Diseases (IREN) in the north (Trujillo, La Libertad) and south (Arequipa) were inaugurated, and the first profiles aimed at the construction of a similar establishment for the Macro East Region whose headquarters would be the Regional Hospital of Iquitos.
2006: IN THE TECHNOLOGICAL ERA AND COMMUNICATIONS
In 2006, the technological revolution based on advances in information technology had a great impact on administrative and assistance procedures. We became pioneers - at the level of health establishments of the MINSA - in using this technology, with the digitalization of 500 thousand medical histories.
Within the same technological concept, digital laparoscopy equipment is acquired, with the purpose of carrying out up to three simultaneous operations. The most modern magnetic resonator in Latin America was also put into operation, a large-scale biomedical equipment acquired with the Institution's own resources, becoming the only State establishment with such a team.
In parallel, and taking into account the importance of the dissemination of concepts on cancer prevention and the promotion of healthy lifestyles, in April 2006 the first specialized radio program in cancer prevention was created called Radial Preventory, which is transmitted every Wednesday in a strategic alliance with Radio Libertad (820 AM). In 2008, another educational program was created under the name of Prevenir es Vivir, which is broadcast on the airwaves of CPN Radio (90.5 FM).
DECENTRALIZED PUBLIC AGENCY
On May 30, 2006, the Congress of the Republic promulgates Law No. 28748, which gives it the status of a Decentralized Public Body of the Health sector, granting it its own legal status, as well as administrative, budgetary, financial and regulatory autonomy.
That same year the physical property registration was made in the Public Registries of Lima (title Nº 2006-00113368), whose certificate was granted on April 6, 2006, with which the Institute achieved its official incorporation in the owners index of Public Records, recognizing all your rights within the real estate.
By Supreme Decree No. 034-2008-PCM, of May 6, 2008, the Presidency of the Council of Ministers approves the qualification of Public Bodies, which grants the National Institute of Neoplastic Diseases the type of Executing Public Body.
MISSION
The National Institute of Neoplastic Diseases (INEN), has as its mission: "To protect, promote, prevent and guarantee the comprehensive care of oncological patients, giving priority to people with limited economic resources, as well as controlling, technically and administratively, at the national health services of neoplastic diseases and perform the research and teaching activities of the Institute. "
VISION
The National Institute of Neoplastic Diseases (INEN) has the following vision: "Peru free of advanced cancer through our leadership in policies and actions of excellence that promote universal and equitable access to cancer prevention and control".
