The INRH was created by the Revolution on August 10, 1962 at the time backed by Law No. 1049. The institution headed by Commander Faustino Pérez Hernández was founded, which at that time had the arduous task of laying the foundations of hydraulic work when designing the first national hydraulic strategy based on the economic development of the country and start an ambitious construction program, also assuming the attention of the aqueduct and sewerage services. 

On June 6, 1989, through Decree Law No. 114, a new Central Administration of the State was created, which takes the same name as the one founded on August 10, 1962, and remains on October 10, 1962. August as the day of the hydraulic worker.

Currently, the National Institute of Hydraulic Resources is in its most advanced stage of improvement and its new approved structure is composed of: 

The President, who is its highest authority, the 3 Vice Presidents, the organizational units that exercise the governing functions and the functional authority throughout the System of the Institute, subordinate entities and subsidiary bodies, which are listed below: 

1. General Directorate of Infrastructure Development: 

a) Infrastructure and Investment Division; 
b) Direction of Hydraulic Planning; 
c) Science, Technology and Innovation Department; and 
d) Directorate of International Relations and Collaboration.

2. General Directorate of Integrated Water Management: 

a) Directorate of Hydrology and Hydrogeology; 
b) Directorate of Water Quality and Pollution Control; 
c) Water Balance Direction; 
d) Direction of Aqueduct, Urban Drainage and Sanitation; and 
e) Address of the National Register of Terrestrial Waters. 3.- Directorate General of Inspection and Systems: 
a) Organization Management, Activities and Information

Subordinate entities. The Institute has the following subordinate entities: 

Thirteen (13) provincial delegations and one (1) municipal delegation in the special municipality Isla de la Juventud. 

Units of subordinate services and support. The Institute has the following services and support units: 

a) Management Office; 
b) Insurance and Services Unit; and 
c) Branch School.

Business system. The business system served by the President of the Institute is structured in top organizations of business management and companies. 

Auxiliary organs. The Institute has as auxiliary bodies the Secretariat and the Secretariat of the National Council of Hydrographic Basins.

Mission:

The National Institute of Hydraulic Resources has the mission to propose and, once approved, direct and control the policies of the State and the Government for terrestrial waters.                                                     

The Institute, to fulfill its mission, in addition to the common functions, has the following specific:                    

a) control the hydraulic heritage, with special attention to the control of the efficient use of water and its quality;                                                                                            

b) plan, design, periodically update, direct and control the monitoring networks of the hydrological cycle variables, the quality of the terrestrial waters and the early warning systems and provide the corresponding information;                                                                                                                                             

c) direct and propose actions for the improvement of  programs and strategies for the integrated and sustainable management of terrestrial waters;                         

d) issue and control the application of hydraulic regulations, as well  as propose to the National Standardization Office the approval of Cuban regulations related to terrestrial waters;                                                             

e) to direct the process of the Annual Balance of the Terrestrial Waters and to  propose the corresponding Plan of Assignments resulting from this process;                                         

f) require, as far as it is concerned, compliance with the measures to  prevent, confront and mitigate the effects of extreme hydrometeorological events; Y                           

g) regulate and control the public services of drinking water,  sanitary sewage and rainwater drainage or storm drainage.                                                                         

Vision:  

In Cuba, water is managed in an integrated manner at the level of society, the economy and the environment, providing sustainable development and security to the nation.
