Inter-State Standing Committee for Drought Control in the Sahel (CILSS)

Mandate The mandate or general objective guiding the action of CILSS is to invest in the search for food security and in the fight against the effects of drought and desertification, for a new ecological balance in the Sahel through : Formulation, analysis, coordination and harmonization of strategies and policies; Strengthening of scientific and technical cooperation; Collection, processing and dissemination of information; Capacity building of different actors, including the private sector; Capitalization and dissemination of experiences and acquired; Support in the implementation of strategies, policies and programs. At the political and technical level, the Institution is coordinated by statutory bodies  : Conference of Heads of State and / or Government Cabinet Regional Monitoring and Programming Committee Board of Directors At the organizational level, CILSS is structured in three (3) sites: Executive Secretariat (located in Ouagadougou, Burkina Faso) Institute of the Sahel (specialized institution based in Bamako, Mali) AGRHYMET Regional Center (specialized institution based in Niamey, Niger). Four operational or specific objectives contribute to the achievement of this general objective, namely: Sahelians have better food security and better manage natural resources and population / development issues Monitor and promote agricultural and agri-food trade actions; The control of water for the improvement of the living conditions of the Sahelian populations is reinforced; Sahelians have dynamic, fluid and integrated national and regional markets for agricultural and agri-food trade; CILSS is an authority in the fields of SA, LCD / GRN, water management, population and development at the sub-regional and international levels.
