IPA Energy + Water Consulting is an independent company that has worked at the forefront of electricity and gas de-regulation and market development for 16 years. The Company has global experience in creating, implementing and strengthening energy markets in order to increase competition, raise economic efficiency, attract private sector capital, foster renewables and promote emissions reduction. IPA works across electricity, gas, renewables, emissions and, more lately, in water.
IPA's original skills were in electricity markets and regulation. Subsequently the ideas of competition, regulation and private sector participation were taken up in gas and, later, water. More recently the electricity and gas industries have embraced the challenges of incentivising emissions reductions and renewables. Founded in 1989, first as a subsidiary of London Economics under the name of LE Energy, then as Ian Pope Associates, IPA is now based in Edinburgh.
