JTC was founded in 1958 as a railway consulting firm with the mission of enhancing the technical capability of rail transportation clients such as the Tokaido Shinkansen, renowned as the world's first high-speed railway.  JTC has also participated in new fields such as the design and construction of highways, new transit systems, linear transportation systems as well as taken part in regional development planning to meet the needs of ground transportation both in Japan and abroad. Interest in railway transportation is growing because of its environmental friendliness, and they are committed to providing their consulting services for transportation infrastructure development in order to realize an affluent society where people can live in harmony with nature.
