Donors increasingly demand development strategies and programs show results. JFL Consulting helps governments, foundations, multilateral development banks, and other donors develop the policies, strategies, and operational management systems to ensure their funds produce development impact. JFL provides these services across a variety of situations: stable development; transition; and conflict-affected countries and regions.

JFL helps consulting firms and non-governmental organizations put in place the program and project management systems to track, report and account for donor resources. JFL brings special expertise in helping organizations develop and manage operations decentralized internationally; and particularly for those operating in complex crisis situations.

JFL provides a wide range of services to help organizations meet their program, project and organizational development requirements. JFL works with clients to tailor their policies, strategies, and management and reporting systems to fit their needs. JFL assists clients to develop and translate their vision into goals, and their goals into operational priorities, link budgets and align workforce to strategic programmatic priorities, and design administrative services provision to meet organizational needs.

JFL works with clients in the design of their management systems, development of programs and projects, and establishment of appropriate monitoring and evaluation systems. JFL provides interim senior management services to help cover during extended absences of Chiefs of Party and program directors in overseas offices, or in a transition in senior management in the home office.

FOUNDER

 

Mr. Joseph F. Lombardo, Founder and President of JFL Consulting, has 30 years of international development experience, including 22 years with the U.S. Agency for International Development (USAID). He has extensive senior management experience in both the private and public sectors, and with promoting stabilization and reconstruction in countries affected by complex crises. With USAID, Mr. Lombardo directed USAID missions overseas and headed the Agency’s strategic and performance management operations. Among his accomplishments during his career with USAID, Mr. Lombardo reactivated the overseas mission management assessment program; developed the Agency’s project, strategic planning, and performance management policies; and designed, managed, and evaluated complex development, stabilization, and reconstruction programs in all major sectors. Prior to launching JFL Consulting, Mr. Lombardo oversaw the development and management of large, complex contracts and projects for the American Institutes for Research (AIR).

Mr. Lombardo is a recognized authority in development policy; strategic and operational planning and management; project development, design, implementation, and monitoring and evaluation; performance management policies and systems; operational and program management assessments; and public-private partnerships. He is accomplished in leading and managing large decentralized organizations through periods of growth and contraction, and in overseeing management of all major operational functions: technical, program development, budget, financial, procurement, and administrative.

Mr. Lombardo has broad experience in the following program areas: stabilization and reconstruction, public management and capacity building;  infrastructure, such as roads, energy, water/sanitation; shelter and urban/regional development; decentralization/local government management; health and education; municipal infrastructure finance; anti-corruption, transparency, and accountability; and public finance policy for social sector and economic development, including micro-finance, agricultural cooperatives, privatization, and private provision of social services. As a veteran of programs in conflict and post-conflict countries, he is an expert in applying development principles to relief, stabilization and reconstruction efforts. He has expertise in developing public-private partnerships for development and disaster relief and reconstruction programs.

Mr. Lombardo holds a Bachelor of Arts in sociology and psychology; a Master of Science in educational psychology and statistics, with a specialization in research design, multivariate statistical analysis, and tests and measurement; as well as a Master of Regional Planning, with a specialization in international development policy, planning and management. He is experienced serving on school and community boards of directors in the U.S. and overseas. He has worked in over 25 countries in Asia, Africa, Europe, and Latin America and the Caribbean; and speaks, reads, and writes Spanish fluently.
