The Kandadji Dam Agency (ABK):
Presentation
With a view to accelerating the implementation of the Kandadji Program, the Government of the Republic of Niger has initiated a profound institutional reform which led to the creation, by decree No. 2016 -054 / PRN of 26 January 2016 of the Agency Kandadji Dam (ABK), which replaces the Office of the High Commissioner for the Development of the Niger Valley (HCAVN).
What is ABK? What are his responsibilities? How does it work? Which organization has it adopted?
The Kandadji Dam Agency (ABK) is therefore, and as stipulated in Article 1 of the aforementioned decree, a Public Institution of Industrial and Commercial Character (EPIC).
It has legal personality and administrative and financial management autonomy (Article 2 of the same decree).
Its head office is located in Niamey (article 3) and it is placed under the technical supervision of the Minister, Director of Cabinet of the President of the Republic and under the financial supervision of the Minister of Finance (Article 4).
The ABK's mission is to implement the Kandadji Program for the Regeneration of Ecosystems and Enhancement of the Niger River Valley (P-KRESMIN) and to manage its heritage. It therefore drives, co-ordinates and evaluates any activity within the scope of the studies and the realization of the investments related to the development and marketing phase of P-KRESMIN (Article 5).
