Karnataka State Highway Development Project is an organization established by the Karnataka Government's Department of Public Works with the assistance of the World Bank to develop the road network in the state. The Department of Public Works conducted a strategic selection study in 1996 covering 13,362 km of state highways and district main roads. Embarking on a long road network, they have 2888 km of them. Land Acquisition, Rehabilitation and Rehabilitation
Upgrading:
Based on traffic studies , the volume of traffic in the selected study exceeds the volume designed for single-lane / two-lane roads. Net State Domestic Product ( NSDP ) will be boosted by developments in the industrial and agricultural sectors and other sectors in the studied roads, leading to increased traffic. That is, the roads chosen for the purpose should be wide enough to withstand the traffic intended. Therefore, widening / widening and strengthening of the existing roads will be necessary to maintain the proposed B-level service.
Key Management / Rehabilitation:
Where traffic congestion does not exceed the Design Service Volume , there is a need to improve vehicle traffic and improve traffic duration and vehicle maintenance costs. This process is known as rehabilitation.
It is estimated that a total of 220 acres of private and government land may be needed for the road widening project.
Acquisition of 28 17 1/2 acres of land for Phase-I road project is underway in Gulbarga, Bijapur, Raichur, Bidar and Koppal.
The government has formulated rehabilitation and resettlement regulations to reduce the distress of families affected by the scheme.
There are 252 in Stage 1 and 4000 affected families in Stage 2.
The Rehabilitation Action Plan has been prepared at a cost of Rs.4.50 crores in Phase-I and Rs.16.13 crores in Phase-II and Rs.21.20 crores in Phase-I and Rs.29.00 crores in Phase-II for mitigation of problems arising from land acquisition.
The Social Development and Rehabilitation Cell ( SRDC ), comprising Assistant Commissioner, Land Acquisition and Assistant Director, Social Welfare, has been created with the appropriate staff in the project implementation unit . These cells have the role of implementing the reconstruction program.
Replacement of public utility items:
District level committees have been set up under the chairmanship of the District Commissioner and are in charge of replacing and restoring public utilities including cutting down trees in the Corridor of Impact . Step - 1 The displacement function is running.
Environmental impacts and management:
Impacts on most environments are limited to the construction stage, and good construction practice and effective monitoring can reduce most of the effects.
Continuing the process of upgrading the existing roads, 5393 trees in Phase 1 and 565 trees in Phase 2 will be uprooted. Every 1 km of the project. It has the option of planting 200 trees and maintaining them for 5 years. A total of 100,000 trees will be planted on the upland roads. An agreement has been made with the Forest Department to implement the program.
Environmental Management Plan ( EMP.)) This plan outlines the contractual obligations of civil contractors with respect to the supervision and environmental protection of the consultant in charge of implementing mitigation measures. An Environmental Management Plan Implementation Unit ( EMPIU ) is created within the Project Implementation Unit and Environmental Engineers and Assistant Forest Conservators are assigned with the appropriate staff in charge of implementing the Environmental Management Plan. Rs. 21.00 crores has been allocated for the implementation of the Environmental Management Plan.
Collection methods:
All goods received under the bank loan, the process of procurement in the service and consultant service shall follow the guidelines of the World Bank.
992 km The process of upgrading and widening the length in 8 parts is worth Rs. 35.00 crores and Rs.205.00 crores will be implemented under international competitive bidding. The Rehabilitation and Rehabilitation Agreement amount will be procured under the National Competitive Auction for those works in the range of Rs.3.00 crores and Rs.38.00 crores.
Materials and computer hardware and software-related equipment, vehicles, office and laboratory equipment will be procured under national / international procedures, and small shelf items will be stored under national / international purchasing procedures. The consultant will be selected according to the World Bank guidelines for the services of consultants.
