Activities

In accordance with the Resolution of the Government of the Republic of Kazakhstan dated July 30, 2013 No. 744, the joint-stock company “KazAvtoZhol” was determined by the National Highway Management Operator (hereinafter referred to as the Company).

The founder of the Company is the Government of the Republic of Kazakhstan represented by the Committee for State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan.

In order to create an effective infrastructure, including through the development of the transport and logistics system, the Company's share package was transferred to the National Company Kazakhstan Temip Zholy Joint-Stock Company. the company “KazAvtoZhol” in trust management without the right of subsequent redemption of January 29, 2015 No. 2/2 ”was transferred to the Joint-Stock Company“ National Company “Kazakhstan Temip Zholy”. ernment of the Republic of Kazakhstan from September 20, 2018 goda№578 package of shares transferred to the Ministry for Investment and Development of the Republic of Kazakhstan.

The bodies of the Company are:

the supreme body is the Sole Shareholder;
management body - the Board of Directors of the Company;

The body supervising the Company's financial and business activities is the Internal Audit Service.
The management of the Company's current activities is carried out by the executive body - theManagement Board of the Company.

The subject of the Company's activities is the implementation of road activities:

organization of design, construction and reconstruction of public roads of international and republican importance;
current, medium and major repairs of public roads of international and republican significance;
maintenance and use of public roads of international and republican importance;
management of public toll roads of international and republican significance or their sections.

The Law of the Republic of Kazakhstan “On Automobile Roads” defines the powers of the National Operator, under which the Company carries out the following activities:

1. implementation of budget investment projects for the development of a network of public roads of international and republican importance on the basis of the state task;

2. organization of construction, reconstruction, repair and maintenance of public roads of international and republican significance, including those transferred to trust management, as part of the fulfillment of the state task or through attracted investments;

3. current repair and maintenance of public roads of international and republican significance; 

4. monitoring the progress and quality of construction, reconstruction, repair and maintenance of public roads of international and republican significance within the framework of organizing the execution of the state task;

5. project management in accordance with the legislation of the Republic of Kazakhstan on architectural, city-planning and construction activities in the Republic of Kazakhstan; 6. development of proposals for the construction, reconstruction, repair and maintenance of public roads of international and republican significance and their inclusion in the road body;

 

7. issuance of permits for the placement of outdoor (visual) advertising objects in the allotment of highways of public use of international, republican values;

8. charging for placement of outdoor (visual) advertising when placing objects of advertising in the right of way of public use of international, republican values ​​and presenting information about payers of such fees and objects of taxation to the state revenue authorities in the order, terms and forms established by the tax authorities. the legislation of the Republic of Kazakhstan;

9. collection of tolls on toll roads (sections);

10. organization of the activity of toll roads (sections);

11. attraction of investments for the purposes of construction, reconstruction, repair of public roads of international and republican significance, organization of toll traffic and development of road service facilities;

12. record and provide information to the authorized state body in the field of automobile transport on large-sized and (or) heavy vehicles that do not have a special permit to travel on automobile roads;

13. elimination of the malfunctions interfering uninterrupted and safe passage of vehicles on a toll road (section);

14. providing users with a toll road (section) of information about the fare and the length of toll roads (sites), the use of the toll road (plot), fare rates, order and methods of payment, benefits to pay for travel and other conditions;

15. approval of issuance of a special permit for the passage of heavy and (or) large vehicles (including foreign ones) on public roads of international and republican importance;

16. issuance of permits for intersections of highways of international and republican significance by channels, communication lines and electricity transmission lines, oil pipelines, gas pipelines, water pipelines and railways, and other engineering networks and communications;

17. development of road service facilities on public roads of republican significance;

18. other activities not prohibited by the legislation of the Republic of Kazakhstan.
