Institute Energy Agency of Savinjska, Šaleška and Carinthia (KSSENA) was established within the framework of the establishment of local or regional energy agencies - Establishment of local or regional energy agencies in the framework of the European program Intelligent Energy Europe campaign under horizontal 2 "Think globally , act locally ". The project promoter is the Municipality of Velenje, together with the Province of Cadiz (Spain) and the town of Karlovo (Bulgaria) forming a European consortium. Within the Slovenian partnerships to the project joined the Municipality of Celje, Municipality of Slovenj Gradec Municipality Dobrna Municipality Gornji Grad, Nazarje Municipality, the Municipality of Šoštanj Municipality Žalec and utility company Velenje

They want to become a key innovative, cohesive, software and the Implementing institution and meeting point for all ideas in the field of sustainable energy development in Savinjska, Šaleška and Carinthian region and an indispensable strategic partner at the national and European level.

Mission

KSSENA facilitates the promotion and implementation of measures in the field of renewable energy and energy efficiency and sustainable urban transport. With the development and pursues the objectives of national and European energy policy in favor of social, economic and environmental development at the local level.

Fields of activity

Local energy concept , the concept of local community development in the field of energy supply and use, in addition to the plans of the future energy supply also includes measures for energy efficiency, combined heat and power and the use of renewable energy sources.

The local community has a duty in its development plan documents, the volume of consumption and the extent and manner of energy supply and the documents to coordinate with the National Energy Program and Energy Policy of the Republic of Slovenia (Article 17 of the Energy Act). Local communities must take LEC later than 1 January 2011, of the municipality until 1 January 2009.

LEC is a challenge and opportunity for development of the local community and should be mandatory document production, which in turn is located in one of the drawers. Local energy agencies are in the Rules and instructions for the production of energy concepts identified as one of the possibilities that local communities can benefit from the management and implementation of the action plan energy concept. To this end KSSENA for the founders, partners and other interested parties to carry out the following activities:

• - assistance in preparing documentation for implementing the invitation to tender for the production of energy concept; 
• - Assistance in obtaining subsidies for energy concepts; 
• - Advice and coordination of the implementation of energy concepts on behalf of the local community 
• - the control of an external contractor in the implementation of the energy concept, 
• - technical cooperation with zunanjmi contractors; 
• - Analysis, adaptation and modernization of existing energy concepts.

Energy management is a complex system of energy activities, the ultimate goal is a sustainable environmental policy. The basic elements of the policy or energy management are: low energy consumption, low energy expenditure, energy supply, operation, maintenance, energy-efficient equipment and technology, green procurement, refurbishment of buildings, urban planning, architecture, engineering, facilities management ...

KSSENA for the needs of the founders, partners and other interested parties in the context of energy management carries out activities listed below.

• - management and coordination of the action plan energy concepts for local communities; 
• - Implementation of preliminary, simplified and extended energy audits; 
• - The establishment and maintenance of energy accounting; 
• - Thermovision inspections of buildings, boiler rooms, vročevodov ...; 
• - Training management teams and users of buildings; 
• - A development strategy for public lighting; 
• - Consultants (new technological solutions, financial mechanisms, contractual reduction in energy consumption, ...); 
• - Projects of energy efficiency; 
• - Renewable energy projects.

• - Feasibility studies; 
• - Making investment documentation; 
• - Seeking private capital and grants; 
• - Management and database management; 
• - Cooperation with specialized companies and energy providers;

Project work represents the basis for the activities carried out KSSENA. The method of work and at the same time represents one of the areas KSSENA, because with the help of the search for new project ideas and the creation of the latter in the project proposals kandidiramo for a grant (application project) within the framework of different programs and calls on local, national and European level. Project proposals are prepared for both KSSENA, as well as founders and other stakeholders.

The aim is to facilitate and accelerate the development and implementation of design or applied projects.

• - Prepare and sign the project proposal; 
• - Technical, administrative and financial management and consultancy in project implementation.
