Local Administrative Entities Development Agency (LODA - Rwanda)

The Local Administrative Entities Development Agency (LODA) is a Government Fund under the supervision of MINALOC. It was established by law n°62/2013 of 27/08/2013 establishing the Local Administrative Entities Development Agency (LODA) and determining its responsibilities, organization and functioning. LODA replaces and takes over all the responsibilities, mission and vision formerly assigned to RLDSF. In the framework of implementing the local economic and community development polices and strategies, social protection and poverty reduction programs. LODA focuses on Local Economic & Community Development, Social Protection, capacity building of local administrative entities within the scope of its mission. Moreover, LODA does monitoring and evaluation on the implementation process of development programs in Local Governments with the view of contributing to the capacity building of population and decentralized entities as well as reducing extreme poverty in the country. Mission The Local Administrative Entities Development Agency (LODA) mission is to contribute to the capacity building of the population and decentralized entities by outsourcing funding to finance the socio-economic development of decentralized entities and reduction of extreme poverty in Rwanda. This mission is subdivided into the following 11 key points: - to finance development activities in local administrative entities with legal personality; - to serve as an intermediary between local administrative entities with legal personality and donors especially those involved in financing development activities in those entities; - to put in place mechanisms of distributing financial support in local administrative entities with legal personality; - to monitor the use of funds allocated by LODA to development activities in the local administrative entities with legal personality; - to establish strategies for creation of high intensive labor and assistance to those unable to perform such jobs and who are approved by decentralized entities; - to contribute to sensitizing population and building their capacities in analyzing and solving their problems; - to contribute to sensitizing population to participate in development activities meant for them; - to contribute to sensitizing population on the culture of making savings and using the services of banks and micro-finance institutions; - to build capacities of local administrative entities with legal personality within the scope of LODA mission; - to coordinate Government’s development activities in local administrative entities with legal personality; - to mobilize and collect funds. Vision “The vision of LODA is to efficiently and effectively contribute to sustainable development and poverty reduction through mobilization of more funds to finance development efforts of decentralized entities”.
