The Luís Eduardo Magalhães Foundation - Center for Modernization and Development of Public Administration - (FLEM), is structured in the form of a FOUNDATION with legal personality under private law, declared to be public utility, non-profit, whose institution was authorized by Law No. 7,349, July 12, 1998.
The Foundation's social purpose is to carry out research, plan, encourage, support and execute projects and activities in the areas of development and training of people, modernization of management and public services. FLEM also promotes the exchange of organizational and administrative experiences between public and private, national and international institutions.
It is a private, non-profit legal institution, qualified as a social organization and declared to be of public benefit. It is endowed with greater operational flexibility, compared to similar organizations that are part of the sphere of indirect State administration.
This means that its size is dynamic, variable in accordance with the specific needs of the projects contracted by its partner clients. This modeling positions FLEM as a light, lean and agile organization, operating in a network, shaped by the dynamics of its relationships.
