The creation of the Banque Malienne de Solidarité in 2002 is part of the government's strategy to fight poverty, which notably plans to promote access by disadvantaged populations (women, young people, etc.) to credit and to promote income-generating activities.

This creation is also part of the implementation of the microfinance action plan which provides for an increase in resources intended for Decentralized Financial Systems (DFS).

This context is also characterized by a disengagement of the State from the productive sectors in favor of private investments as well as by a political will to implement the National Strategy for the Fight against Poverty (SNLP) adopted in 1998.

With the crisis that the microfinance sector has known, leading to the bankruptcy of certain MFIs, the Minister of Economy and Finance was approached by the Malian Solidarity Bank for the restructuring of its social capital with a view to the exit. defective SFDs.

As part of the restructuring of BHM, it was planned to reduce the State's share in its capital.
