The Commonwealth of municipalities of Copán Ruinas, Santa Rita, Cabañas and San Jerónimo is an institution that coordinates efforts to contribute to the sustainable development of the communities that belong to this region.
It was organized in early 1999 at the initiative of local governments, motivated at that time by the situation that these municipalities lived with the passage of Hurricane Mitch.
The total population reaches about 71,000 inhabitants; 16% in urban areas and 84% in rural areas, the commonwealth obtained its legal status in 2003 and at the end of the same year a participatory planning process began with all the actors led by the Inter-municipal Technical Unit (UTIM) as a result of This process generates the Territorial Development Strategic Plan, whose vision until 2015 is: "To be a competitive tourist destination of the Mayan route with the ability to take advantage of potential in a sustainable manner, preserving our cultural identity, in harmony with the environment and the quality of life of our inhabitants ". To achieve this vision, 5 strategic lines were established and are:
