The Mental Disability Advocacy Center (MDAC) advances the human rights of children and adults with actual or perceived intellectual or psycho-social disabilities. Focusing on Europe and Central Asia, it uses a combination of law and advocacy to promote equality and social integration. MDAC's vision is for a world that values emotional, mental and learning differences, and where people respect each other’s autonomy and dignity. MDAC has participatory status with the Council of Europe.
Their vision is a world of equality – where emotional, mental and learning differences are valued equally; where the inherent autonomy and dignity of each person is fully respected; and where human rights are realised for all persons without discrimination of any form.
Their mission is to advance the rights of children and adults with intellectual disabilities or psycho-social disabilities. They achieve this through three organisational objectives:
1. Creating a body of progressive jurisprudence
2. Instigating law reform
3. Empowering people with disabilities and promoting participatory politics
They operate within four intersecting programmes:
Strategic litigation
Advocacy
Research and monitoring
Capacity-building
