In accordance with Decree No. 2011-078 / PRN / MEL of 25 May 2011 on the organization of the Ministry of Livestock, the Department is organized as follows:
Central administration
The central administration includes: the Minister's Office, the General Secretariat, the General Inspectorate of Services, the General Directorates, the National Directions, the Information and Documentation Services, the Advisory Bodies, the Administrations of Missions and the Programs and Projects.
The General Directorates and the National Directorates, which constitute the technical services and users of most of the human resources, are as follows:
• A Directorate General for Production and Animal Industries subdivided into three (3) directorates, namely: The Directorate for the Promotion of Livestock Sectors and Quality;
The direction of pastoral development;
The direction of the animal industries.
• A Directorate General of Veterinary Services divided into three (3) directorates, namely: The Animal Health Directorate;
The Directorate of Food Health;
The management of private veterinary pharmacies and the promotion of the veterinary profession.
• A director of the promotion of breeders' organizations;
• a statistics department;
• a direction of the legislation;
• a directorate of studies and programming;
• A directorate of financial resources and materials;
• A directorate of archives, information, documentation and public relations;
• A human resources department.
Establishments under guardianship
In accordance with Decree No. 2011-077 / PRN / MEL of 25 May 2011, determining the powers of the Minister of Livestock, the Minister is in charge, in relation with the ministers concerned, of the development, implementation and monitoring the national livestock development policy, in accordance with the orientations defined by the Rural Development Strategy (SDR) and other policies of the sub-sector. In this capacity, he exercises the following attributions:
1. the design and implementation of livestock policies;
2. the implementation, monitoring and evaluation of investment programs and subprogrammes and development projects for which the Ministry of Livestock provides project management, as defined by the sub-sectoral policies;
3. the implementation and execution of research, veterinary, zootechnical, agronomic and rural technology programs;
4. the development and implementation of animation programs, training, coaching and support to rural stakeholders in the sub-sector of livestock;
5. the development and implementation of training programs for personnel (managers and auxiliaries) in the livestock sub-sector;
6. the development and implementation of information and communication programs to the general public;
7. the elaboration of the regulations on breeding and the rural code;
8. the organization of the exploitation and the monitoring of the management of pastoral hydraulic infrastructures;
9. controls of biological products for veterinary and zootechnical purposes;
10. control of the health and productivity of the livestock;
11. the collection, processing and dissemination of statistical data on livestock farming;
12. promoting the production, processing and marketing of pastoral products;
13. the development of regulations governing the cooperative movement and the monitoring of its implementation;
14. monitoring the activities of rural cooperatives in the livestock sub-sector;
15. the development and implementation of the national food security policy in relation to the institutions concerned;
16. project management and project management of pastoral rural infrastructure and equipment;
17. the prevention and management of rural conflicts;
18. the exercise of technical supervision over public establishments, Crown corporations and mixed economy companies, falling within its field of competence;
19. contribution to the implementation of national sectoral strategies;
20. the maintenance of relations with the international organizations and institutions intervening in its field of competence in relation with the Minister in charge of Foreign Affairs
21. the management of relations with the national bodies involved in its field of competence.
