The Ministry of National Territorial Planning, Urban Planning, Housing and City Policy is responsible for the preparation and execution of government policy in the areas of Territorial Planning, Urban Planning, Architecture, Housing and City Policy. It also contributes, within the limits of its functions, to the preparation of government policy in the field of rural development, in coordination with the ministries and government agencies concerned.
To this end, the MATNUHPV takes care of:
Development of government policy in the areas of spatial planning at national and regional level;
Support and merging of public policies in coordination with the ministerial sectors concerned;
Development of strategies and action programs for the promotion of the fields of Town Planning and Architecture with the various ministerial sectors concerned and to ensure their implementation;
Take the necessary measures to ensure the coverage of national territories of urban planning documents and the development of integrated, sustainable and competitive territorial areas in coordination with the actors;
Development and implementation of policies and programs aimed at promoting the quality and safety of buildings and the urban landscape and the consequent preservation of the architectural heritage in coordination with the ministerial sectors concerned;
The suggestion of legislative and regulatory texts relating to the fields of Land Use Planning, Town Planning and Architecture as well as their updating;
Ensure the training of technical executives in the fields of reconstruction and preparation of the National Territory and architectural engineering.

Develop knowledge and expertise in the professions of the Ministry
Strengthen the performance of the support professions to ensure adequate support
Strengthen deconcentration and improve the representativeness of the ministry at the territorial level, taking into account the process of advanced regionalization.
