Formulate, Coordinate and Evaluate the policies that promote the competitive, equitable and sustainable development of forestry, fishing and rural development agricultural processes, with criteria of decentralization, consensus and participation, that contribute to improving the level and quality of life of the Colombian population.
Leader in the development, management and coordination of agricultural, fisheries, forestry and rural social development, which foster harmonization with macroeconomic policy and a decentralized, participatory implementation and concerted political entity.
Formulate policies for the development of the Agricultural, Fisheries and Rural Development Sector.
Guide and direct the formulation of the plans, programs and projects required by the development of the Agricultural, Fisheries and Rural Development sector, and in general of the rural areas of the country.
Present the plans and programs of the sector that should be incorporated into the National Development Plan.
Prepare and present to the Congress of the Republic, in accordance with the legislative agenda of the National Government, the bills related to the functions of the sector.
Define, in coordination with the Ministries of Foreign Affairs and Foreign Trade, the negotiation or international agreements of the sector.
Create, organize, shape and assign responsibilities to internal work groups, by resolution, taking into account the internal structure, the needs of the service and the plans and programs drawn up by the Ministry, and designate the official who will act as coordinator of each group.
Create, conform and assign functions, through resolution, to the advisory and coordination bodies that it considers necessary for the development of its functions.
Direct and coordinate what is related to the Internal Disciplinary Control.
