Ministry of Communications, Infrastructures, and Housing (Ministerio de Comunicaciones, Infraestructura y Vivienda - CIV) (Guatemala)
To be the governing entity that directs, regulates and represents at the national level the communications, infrastructure and housing sectors; executing policies and strategies to integrate the country with services according to the social and economic development of the nation, contributing to improve competitiveness through the exercise of efficient administration and control.
To be a model entity of public management, responsible for the development of State infrastructure, exercising effective accompaniment in the development of the communications, infrastructure and housing sectors, as supports for the growth of the national economy; besides being an axis of the integral development of the Guatemalans through the promotion and facilitation for the universal access to the technology of the information, the communications and housing.
The CIV is responsible for formulating policies and enforcing the legal regime applicable to the establishment, maintenance and development of the country's communications and transportation systems; to the use and exploitation of radio frequencies and airspace; to public work; to the information services of meteorology, volcanology, seismology and hydrology; and the housing and human settlements policy.
Likewise, it elaborates the strategies to integrate the country with services according to the social and economic development of the nation, contributing to improve competitiveness through the exercise of efficient administration and control.
Within the framework of what is established in the Law of the Executive Body, the Ministry of Communications will have the following general functions:
a) Administer in a decentralized and subsidiary manner or contract the provision of the services of design, construction, rehabilitation, maintenance and supervision of the works and infrastructure under their charge.
b) Propose to the Executive Body the technical norms related to public works for which it must coordinate with the other corresponding ministries.
c) Subsidiarily financing the design, construction, rehabilitation and maintenance of public works.
d) Create and participate in the administration, contracting of financial mechanisms for the construction, rehabilitation and maintenance of public works.
e) To propose for its approval and execute the normative instruments of the terrestrial, fluvial, maritime and air transport systems, as well as of the radio and television frequencies of telecommunications, postal services and telephones, ensuring the prompt and efficient application.See more
