The Ministry carries out development and implementation of the state policy and regulation in the field of construction, architecture, urban planning, housing and utilities, provides public services and manages state property in the relevant field.
The decree on the establishment of the Ministry of Construction, Housing and Utilities of the Russian Federation (Ministry of Russia) was signed on November 1, 2013 by the President of the Russian Federation.
The Ministry of Russia functions include development and implementation of state policy and regulation in the fields of construction, architecture, urban development (except territorial planning, urban development zoning, land utilization), construction materials industry, pricing and estimate norms, technical regulation, control over the compliance of executive bodies of the subjects of the Russian Federation with the urban development legislation of the Russian Federation.
Ministry of Russia participates in the drafting of federal laws, acts of the President and the Government of the Russian Federation, acts of federal executive bodies in the field of public policy and normative legal regulation in the housing and utilities sector. Monitoring and analysis of the state of the housing and utilities sector is also within the Ministry's purview.
