The Ministry of Development Planning and Cooperation is composed of a ministerial cabinet and a general secretariat which provides the link between its various directorates; moreover, he has several agencies and institutions under his supervision.

 

The Directorate General of the Digital Economy  is responsible for:

 

  • assist the Minister in the implementation of development policies and strategies in the digital economy;
  • to propose the orientations of the national policy of the digital economy;
  • ensure the preparation and development of plans, programs and projects in the digital domain and ensure their coherence;
  • monitor the implementation and evaluation of policies, programs and projects in the digital sector;
  • design and implement an information system relating to the activities of the digital economy sector;
  • ensure the development of an ecosystem that promotes the emergence of dynamic players in the digital economy sector, particularly through the promotion of technology park projects;
  • to promote the use of digital technology in other sectors of activity with a view to accelerating the economic and social development of the country;
  • draft legislative and regulatory texts relating to the digital economy sector;
  • promote public-private partnership in the field of the digital economy; and
  • to act as interlocutor and national representative to the competent services of international organizations in the field of the digital economy.


The Directorate for Promotion and the Digital Economy  is responsible for:

  • develop sectoral policy on the digital economy and monitor implementation;
  • prepare plans, programs and projects in the digital economy sector;
  • ensure the technological age and coordination of planning activities in the digital economy;
  • to ensure the implementation of international agreements, conventions and treaties concerning electronic communications to which Togo is a party;
  • promote digital partnership and support to other ministries ministries and state structures;
  • monitor the evolution of the sector and report to the authorities;
  • ensure the drafting of legislative and regulatory texts relating to the digital economy;
  • animate reflection on the digitization policy and monitor the evolution of the digital sector; and
  • in relation with ARCEP, design, maintain and enrich a digital economy information system.

 
The Directorate of Infrastructure and Guardianship  is responsible for:

 

  • coordinate the preparation of plans, programs and projects for infrastructure development in the digital economy sector;
  • monitor the implementation of telecommunications policies, programs and projects;
  • managing the activities relating to the supervision of the institutions and organizations in the information and communication technology sector attached to the Ministère ministère;
  • monitor and evaluate annually the implementation of performance contracts signed between the Ministry of Posts and Digital Economy and the structures under technical supervision;
  • ensure in connection with ARCEP, the management of licenses and authorizations;
  • monitor the activities of the Internet Exchange Point (IXP) and the Domain Name Management Structure;
  • ensure the security of telecommunication networks installed in Togo;
  • coordinate the development of the digital spatial planning strategy and monitor its implementation;
  • provide technological watch and coordination of planning activities related to digital spatial planning; and
  • plan and monitor the development of techno centers and technopoles.


The Post Office  is responsible for:

 

  • advise the Minister on strategies, approaches and actions to be taken in the field of positions;
  • ensure the development of postal sector plans, programs and projects;
  • to ensure respect for the principles of the public postal service;
  • coordinate impact studies of programs and projects identified in the postal sector;
  • organize and manage the flow of postal information;
  • coordinate the implementation and monitoring and evaluation of the sectoral postal policy;
  • manage activities relating to the guardianship of the institutions and agencies of the postal sector attached to the department;
  • monitor, in conjunction with the postal sector regulator, the activities of operators in this sector;
  • coordinate the development and updating of legislative and regulatory texts;
  • analyze the installation permit application files and prepare the assessment elements before signing; and
  • to act as interlocutor and national representative for the relevant services of international organizations in the field of posts.
