Openness refers to the ability of structures and human resources of the Ministry to communicate and create partnerships, collaborations, and mutual enrichment. It requires establishing a transparent dialogue to meet the legitimate expectations of the authorities, the clients, the partners and the staff. The openness means also innovation in order to come out with solutions, ideas and innovative methods.

Rigor expresses the will to act according to the law, the requirement of integrity and the duty to demonstrate. It is also the ability to show organization, method, and objectivity in one's work.
Rigor determines the atmosphere of ethics that is established among the staff and occupies a central place in the way of being and doing of the employees, by encouraging the creation of value through team-spirit, the facilitation of task-execution and the professional blossoming of the agents.
Equity
Recognition, consideration, enhancement, motivation, encouragement, confidence, development, mutual respect.
It is the equity provided to the users in the service, but also equity in rewarding employees based on their results and merit. Equity is also equal opportunities to get to responsibility. Equity allows to create a serene atmosphere in which each employee finds his well-being reasons and his personal accomplishments, works and exchanges his negative stress and wins the professional life and the social one.
