Objective:
Its mission is to design, plan, execute and manage the hydrocarbon, mining and energy policy of the Province, providing for the sustainable development and exploitation of energy sources.

irectorate of Renewable Energy

Main Activity:
The Energy Directorate accelerates the development of energy efficiency and renewable energies in the Province of Mendoza, through energy projects, search for energy financing and other programs and activities related to the Energy Policy of the Province of Mendoza.

Mission:
Understand the planning and development of the energy policy of the Province. 
Vision: To be the leading organization in the contribution to the development of renewable energies and energy efficiency in the Province of Mendoza, being the first reference of our Clients, employees and community for our efficient and professional service.

Policy:
The Energy Directorate promotes the participation of all its personnel to comply with all its activities. Technical support software is constantly implemented as tools for the technical-economic evaluation of the projects. Likewise, the availability of resources for compliance with current regulations is mentioned.

Objectives:
To carry out the actions tending to the development of the strategic axes that are proposed as provincial energy policy. 
Perform a periodic diagnosis of the provincial energy matrix and the projection of the demand of the various energy sources, in collaboration with other Provincial State agencies competent in the subject. 
Formulate, evaluate and promote different energy projects. 
Carry out the actions tending to promote the investment and execution of energy projects. 
Promote and coordinate the participation of other bodies at municipal, provincial, national and international, public or private, in the promotion and development of energy projects in the provincial territory.
Develop and encourage the use of alternative sources of energy (solar, geothermal, wind, biofuels, among others). 
Promote the rational and efficient use of energy.

Functions:
1- Develop a Strategic Energy Plan that contains the strategic axes of the provincial energy policy and the medium and long-term objectives. 
2- Direct and coordinate the formation of training and research tables with the participation of companies and universities in order to detect the needs of research and training of specialized human resources. 
3- Promote and coordinate the performance of multidisciplinary studies that contribute to the achievement of the strategic axes proposed in the provincial energy policy.
4- Encourage and manage the realization of agreements, agreements or treaties with Universities and Research Centers, among others, of national and international level, with specific purposes related to the energy theme raised in the strategic axes. 
5- Establish information channels with national, provincial and municipal agencies linked to the energy sectors, in order to carry out the analyzes that are necessary. 
6- Propose the planning and promotion of the use of alternative sources of energy. 
7- Implement specific programs to promote the use of alternative sources of energy and the rational and efficient use thereof, including the acquisition, distribution, installation and control of equipment for such purposes.
8- Exercising the competences that correspond in the matter of infrastructures and electrical installations, in its different phases and modalities, as well as the administrative actions linked in general to energy generation. 
9- Carry out the development, control, monitoring and coordination of energy planning and development, aimed at promoting and developing the energy sector. 
10- Carry out any other action aimed at innovation and technological development in the energy sector.

Mining Division

Objectives, Scope and Responsibilities:

In 1972, the General Directorate of Mining was created, within the scope of the Subsecretariat of Hydrocarbons, Mining and Energy, with functional dependency of the Ministry determined by the Executive Power. 
In those years, it depended functionally on the Ministry of Economy; with its headquarters in the city of Mendoza and regional delegations in the mining districts or departments that require the development of the activity. 
Specific functions of the General Directorate of Mining, the government, authority, administration and promotion of the mining industry in all its phases and the power of mining police throughout the territory of the province. 
Today it is called the Mining Department, which depends on the Undersecretariat of Energy and Hydrocarbons of the Ministry of Energy.

This Directorate promotes and resolves all issues, petitions and issues regarding mining rights in accordance with the provisions of the Mining Code, procedural laws on the subject and Law 3.790 and compliance with National and Provincial legislation, both in mining matters as environmental mining. Promotes and promotes the mining activity of the province, through the coincident action of the dependencies that integrate it.

Scope:

The Mining Department has as fundamental tools the Office of Mining Promotion and the Mining Council; it is for this reason, that the scope of the distribution is divided as follows:

Office of Mining Promotion that fulfills the functions of: To determine and evaluate the mineral resources of the territory of the province.

To carry out an effective support to the mining production in all its aspects taking to practice in permanent form, studies of prospection and exploration with modern techniques.

Advise and orient the mining policy to the government of the province.

Advise the executive branch and other official and private organizations about problems of their competence. Attend technical inquiries from official, private and general agencies of all miners in the province. Coordinate its action of promotion and mining promotion, with other state or private institutions. 
Inform banking, official or private institutions about the economic value of the deposits and / or quarries on which they have requested information.

Monitor the faithful compliance with the agreements and contracts concluded between the province and other state or private institutions in terms of their competence. 
Maintain relations with scientific centers in the country and abroad and subscribe to their technical and scientific publications.

Sponsor scientific research related to mining in general and promote the integration of the mining industry by encouraging the installation of plants for processing and briodic works of general interest and edit the most important studies produced by its technical staff.

Mining Council, the specific functions are:

Exercise the mining authority in the concession, denial and / or expiration of mining rights. It will also understand the appeals filed against the previous resolutions issued by the director that cause damage. The final resolutions issued by the council may be appealed before the executive branch whose decisions will leave expedited administrative litigation before the supreme court of justice. Everything, within the terms and forms determined by the respective regulations.

Responsibilities:

To ensure the correct registration of mining legal concessions and the exploitation of deposits under environmental sustainability conditions in accordance with current national and provincial legislation.

Hydrocarbons Directorate

Mission:

Ensure efficient and timely exploitation of Mendoza's hydrocarbon resources, in a coordinated manner with integral energy strategy of the province, in harmony with the environment, promoting a sustainable relationship between all the actors involved in the sector.

Functions:

- Carry out the monitoring of the investment programs proposed by the holders of exploration permits, demanding their compliance in time and form, in order to ensure effective exploration of the areas subject to such permits.

-To control that the exploitation concessionaires make the investments that are necessary for the execution of the works that the development of all the surface covered by the concession requires, according to the most rational and efficient techniques and in correspondence with the characteristic and magnitude of the proved reserves , ensuring the maximum production of hydrocarbons compatible with the proper and economic exploitation of the deposit and the observance of criteria that guarantee a convenient preservation of the reserves and preservation of the environment.

-Exercise the control of the permitted and concessioned areas, verifying the clearance of areas in the land, the limits specified in the title and measurements of the lots subject to exploration permits and / or exploitation and transport concessions, whatever their origin or source.

-Determine the economic and financial capacity of companies that by any title aspire to obtain exploration permits or concessions for the exploitation and transportation of hydrocarbons and their guarantors, conducting the studies and evaluations for this purpose, supervising, controlling and supervising the other economic aspects of all the activities of the sector.

-Exercise the competences regarding the politics, planning, execution and control of the hydrocarbon activity.

-Exercise the control of the information that must be presented annually by exploration companies and concessionaires of exploitation and transportation of hydrocarbons, on proven, unproven reserves and liquid and gaseous hydrocarbon resources corresponding to the areas of which seantitulares, which must be certified by external auditors to said companies, in accordance with Resolution No. 324/06 (or the one that will replace it in the future) of the Secretariat of Energy of the Nation and / or the provincial regulations that on the subject eventually sedicte.

-Preparate, project and propose annually the calculation of resources and budget of expenses of the Directorate of Hydrocarbons, projections that in addition to the general previsions must contemplate especially the necessary resources for the fulfillment of the controls and other functions that by the present regulation are assigned.

-Exercise control in the field of tasks of surveying, exploration activities, drilling exploration and exploitation wells, intervention of wells, construction of oil and gas treatment plants, construction of pipelines.

-Exercise control of the development of secondary and assisted recovery techniques or any other alternative technology.

-Exercise the control of the work plan for the blindness of oil wells in temporal and definitive form, techniques, execution deadlines, instructive and restoration of natural pools of wells, analysis of studies related to the activity.

-Exercise control of compliance with the provisions of Article 5 of Provincial Law N ° 7526 (or the one that replaces it in the future), so that in all the stages of the regulated processes, permit holders and / or concessionaires prioritize the hiring services of companies from Mendoza and personnel for tasks typical of the oil activity, located in the province for at least three calendar years immediately before the contracting date.

-Systematize and organize oil information from the National State that includes the transfer of files, plans, geological information, statistical information, primary data, audits of competence, deeds and other documentation corresponding to each area transferred, subject to exploration or concession exploitation and transportation permit in force or that have been reverted to the State.

-Systematization of all other information of its competence, including including the one that comes from the remission, on the part of permit holders of exploration, concessions of exploitation and transport of statistical information, primary data and technical documentation.

-To carry out the inspection and control of field installations: tanks, pipelines, pumping, treatment, compression and power generation facilities, including the control related to the safety of said facilities.

-Manage and keep updated the registry data of concessionary companies, permit holders and / or hydrocarbon operators.

-Request and verify the accreditation of the technical capacity to develop hydrocarbon projects to oil companies, whether individuals or legal entities and their registration in the corresponding registry, this sub-section is incorporated.

-Exercise the control of the operational production of the deposits (gross, net and water deformation and injection) by obtaining the parameters of production and transport of hydrocarbons, in real time (telemetry) and / or obtaining data in the field.

-Exercise the control of hydrocarbon transport concessions through provincial pipelines.

-Exercise control of the georeferencing of oil facilities using satellite tools to consolidate the field information made by the Tax Administration Mendoza, through the General Directorate of Royalties.

-Make the layout of new reverted areas, for the purposes that the Executive Power eventually proceed to the determination referred to in Article 31, subsection a) of Law No. 7526 (or the one that in the future replaces it).

-To provide information requested by the General Directorate of Royalties in order to reduce the technical-financial control of the production of oil, gas and other natural resources.

- Send the quarterly report provided for in Article 14 of Law No. 7911 (or the one that replaces it in the future), to both Legislative Chambers, for the final controls and measurements, within sixty days after the end of the quarter.
