Under the authority of the Prime Minister, the Minister of the Economy, Planning and Cooperation is responsible for preparing and implementing the policy adopted by the Head of State in economy and finance, development planning, population, statistics and cooperation.
In the economic and financial field:
- It is involved in negotiations with the IMF and represents the State with international financial institutions including the World Bank, the African Development Bank, the Islamic Development Bank and the Arab Bank for Economic Development of Africa.
- It is involved in international trade negotiations led by the Minister of Commerce. He participates in mixed commissions.
- Together with the Minister of Justice, it represents the State in the international meetings of the Organization for the Harmonization in Africa of Business Law (OHADA).
- It participates in the preparation and execution of legislation and regulations in the following fields: money, credit, insurance and decentralized financial sector, in liaison with the Minister of Finance and the Minister of Commerce.
- In the management of the financial sector:
-- It is associated, in relation with the Minister of Finance, with the development and application of legislation and regulations on the financial sector.
-- In the field of Attractiveness, Competitiveness and Investment Promotion, it ensures the steering and oversight of all administrations and autonomous structures concerned.
In the field of planning:
- It develops prospective reflections and long-term visions;
- It prepares the planning documents, directs the preparatory studies and ensures its coherence with the territorial plans;
- It coordinates the development of sectoral policies in relation with the Technical Ministries;
- It monitors the implementation of the Plan and sectoral policies;
- It coordinates the development of national development strategies and ensures the implementation and monitoring of the Sustainable Development Goals (SDGs);
- It draws up multiannual investment programs;
- It supports the drafting of territorial planning documents and ensures the monitoring of territorial investment programs and projects of the State.
- It ensures the establishment and maintenance of a macroeconomic framework that is consistent and conducive to economic growth.
- It monitors the economic situation.
- It implements the regional economic, financial and monetary integration policy.
- It provides strategic intelligence on any matter of national interest related to planning and development.
- It participates in the preparation, negotiation and monitoring of economic and financial programs with international cooperation institutions, in relation with the Ministry of Finance.
- It conducts studies and analyzes on demographic trends and its impact on sectoral investment needs, as well as on the issue of the demographic dividend.
- It coordinates statistical production, ensures its quality and its dissemination.
- It ensures the coherence and the proper functioning of the national statistical system. To this end, he is responsible for the supervision of the National Agency for Statistics and Demography.
In terms of international cooperation :
- It is responsible for seeking external resources for the financing of development programs, in connection with the Ministry in charge of finance, the Ministry in charge of foreign affairs and the sectoral ministries concerned.
- It is responsible for monitoring the implementation of financing agreements and agreements relating to projects and programs.
- It prepares and leads, in collaboration with the structures concerned, the programs of promotion of the private investments.
- It promotes in consultation with the structures concerned the development of the private sector and productive investments generating jobs
- It presents all requests for financing from other departments government in relation with the Ministers in charge of Foreign Affairs and Finance, to implement the policy on African integration.
- It participates in joint commissions and negotiations of international agreements and treaties.
- Subject to the prerogatives vested in other ministers, notably the Ministers in charge of Foreign Affairs and Finance, it represents the State in international meetings.
- It participates in the representation of the State in the competent bodies of the African Union and NEPAD.
