Missions and functions

The Ministry of Education and Innovation creates, promotes and implements educational policies at its initial, primary, secondary and higher levels, which make up a unique and integrated educational system.

Primary responsibilities

According to the principles contemplated in the Constitution of the Autonomous City of Bs. As. • Recognize and guarantee an educational system inspired by the principles of freedom, ethics and solidarity, tending to an integral development of the person in a just and democratic society.
• Ensure equal opportunities and possibilities for access, permanence, reintegration and graduation of the education system. Respect the individual right of learners, parents or guardians, to the choice of educational guidance according to their convictions and preferences.
• Promote the highest level of quality of education and ensure complementary social policies that enable the effective exercise of those rights.
• Establish curricular guidelines for each of the educational levels.
• Encourage integration with other cultures, aware that education has an essentially national character with special reference to the City.
• Assume the non-delegable responsibility of insuring and financing public, state, secular and free education at all levels and modalities, from forty-five (45) days of life up to the upper level, with mandatory from preschool to completion ten (10) years of schooling or the longest period that the legislation determines.
• Organize an administrative education system and audited by the Executive Branch that, as determined by the City's Education Law, ensures community participation and democratization in decision-making.
• Create and recognize, under its dependency, educational institutes with the capacity to grant academic and habilitative degrees at all levels.
• Responsible for the training and improvement of teachers to ensure their suitability and ensure their professional hierarchy and compensation according to their social function.
• Guarantee the right of people with special needs to educate themselves and to carry out teaching tasks, promoting their integration at all levels and modalities of the system.
• Encourage the linkage of education with the productive system, training for labor insertion and reintegration. Tends to form people with critical awareness and responsiveness to scientific, technological and productive changes.
• Contemplate the gender perspective.
• Incorporate programs on human rights and sex education.
