About

The Ministry of Finance and Budget is responsible for the design and implementation of the State's financial and budgetary policy. It is under the authority of a Minister whose powers are governed by Decree No. 16.356.

These are:

To elaborate the projects of the Laws of Finances;
Develop the customs and tax policy in accordance with international texts and agreements;
D efine national debt policy and managing the public debt;
To liquidate and recover import and export duties and taxes falling within the competence of the Customs Administration;
To liquidate and recover all taxes, duties and taxes falling within the jurisdiction of the Tax and Estate Administration;
To liquidate and recover non-tax revenue falling within the jurisdiction of the Treasury Department;
Direct or delegate the expenditure of the state budget, subsidiary budgets and special accounts of the Treasury;
To supervise the financial supervision of public institutions;
Ensure the fight against financial crime at the national level;
V nsure the repatriation of proceeds from the sale of national resources,
Define and implement measures of economic and financial reforms;
Administer the national system of public procurement; prepare, approve and execute the state budget accounts, subsidiary budgets and special accounts of the Treasury
Administer the Treasury and manage the treasury of the State;
Proceed to the transfer of the goods and domains of the State;
Provide technical oversight and control over financial institutions and insurance and capitalization companies;
To represent the State to certain national and international bodies
To supervise the administration of the personnel and the management of the equipment of his Department;
E develop the information system policy and ensure its implementation;
To propose to the Council of Ministers measures to improve the functioning of the Department;
To sue for the affairs of his Department;
