The Ministry of Finance, Labour and Transfers (MFPT) is the principal authority of the Government of the Republic of Kosovo responsible for managing public finances, labour policies, and social welfare systems. Established under Regulation (QRK) No. 05/2020 on the administrative responsibilities of the Office of the Prime Minister and Ministries, the MFPT plays a central role in the economic governance and fiscal stability of Kosovo.

MFPT is tasked with preparing public policies, drafting legal and sub-legal acts, and setting mandatory standards in public financial management, internal control and audit for the public sector, accounting standards for the private sector, public procurement, public debt, macroeconomic and fiscal policies, and state aid.

In addition to policy development, the Ministry implements legislation in these areas and oversees the efficient use of public funds. It coordinates the management of public finances, ensures macroeconomic stability, and supervises fiscal policies that support private sector development. MFPT also monitors compliance with financial regulations across budgetary organizations and oversees internal financial control systems.

The Ministry manages the state budget process, including the preparation of the Annual Budget Law, the Medium-Term Expenditure Framework, and the State Debt Program. It ensures the execution of budget appropriations, maintains financial records, and reports on national revenue and expenditure. It also negotiates public borrowing, manages public debt servicing, and coordinates the receipt of donor grants in accordance with applicable laws.

MFPT represents the Republic of Kosovo in international financial institutions and facilitates cooperation with global partners. It ensures the implementation of tax and customs laws, manages the public financial control framework, and oversees legislation related to public-private partnerships and anti-money laundering and terrorist financing.

Further responsibilities include the coordination of centralized procurement procedures for budget organizations, administration of salary and pension scheme payments, and negotiation of international agreements in the areas of finance, customs, and taxation.

Through its wide-ranging mandate, the Ministry of Finance, Labour and Transfers contributes significantly to Kosovo’s fiscal discipline, economic development, and the effective delivery of public services.
