Guiding Principles
Malta’s Foreign Policy is to focus on and consolidate its vocation and commitment in the search for international peace and security, political dialogue and cooperation Malta will continue to participate actively in the work and activities of the European Union as well as those of international and regional organisations and institutions. At the same time, Malta will seek to enhance established political and economic relationships, strengthen others and promote new ones Malta intends to give special attention to the Mediterranean dimension in its contribution to stability, peace and security in the region.
Primary Role
The Ministry
1. Ensuring that Malta’s foreign policy objectives on European Union, bilateral, regional and global issues are pursued. The Ministry also coordinates the negotiation and conclusion of bilateral agreements.
2. Ensuring active participation in the European Union’s Common Foreign and Security Policy (CFSP).
3. Maintaining and enhancing Malta’s relations with international organizations, including the United Nations and its Agencies and the Commonwealth.
4. Through Malta’s Overseas Development Policy, addressing poverty through development, targeting specific action areas such as climate change, ICT for development and democratization.
5. Participating in election observations missions organised by the European Union and other international organisations.
6. Ensuring active participation in regional fora and initiatives of direct relevance to the Mediterranean region, namely the Euro-Mediterranean Process, the European Neighbourhood Policy, the Western Mediterranean (5+5) Dialogue and the Med Forum.
7. Promoting the enhancement of dialogue between the EU and the Arab League through concrete initiatives.

2. Fostering and promoting Malta’s relations with other countries.
3. Ensuring Malta's active role as a member of the international community.
4. Promoting Malta’s image overseas.
5. Promoting Malta as an attractive investment and tourist location.
6. Servicing needs of Maltese nationals overseas.
