The Political Constitution of March 13, 1945 creates the Ministries and Ministers of State, in which it was said that each Minister would have one or more Undersecretaries to replace him in his order in cases of absence or temporary lack of the holder of the portfolio. The Political Constitution of October 15, 1965 creates Vice Ministers instead of Undersecretaries who would have the same qualities of their appointment with Ministers.
The Ministry of Public Health and Social Welfare of the Republic of Guatemala (MSPAS) is responsible for formulating policies and enforcing the legal regime regarding preventive and curative health and actions for the protection, promotion, recovery and rehabilitation of physical and mental health. of the inhabitants of the country and the hygienic preservation of the environment; to the orientation and coordination of technical and financial cooperation in health and to ensure compliance with international treaties and agreements related to health in cases of emergencies due to epidemics and natural disasters.
